Homes In The City (HIC) is a collaborative program run by five non-profits working to make the city of Bhuj, Gujarat, a more liveable, inclusive and just place for all. 🏙️ Several civil society organisations had been working in rural Kutch since the 1980s. The 2001 earthquake drew their attention to the state of Bhuj city, which faced the most damage and loss of lives. The members of these organisations were citizens of Bhuj themselves. They began to gather fellow citizens, understand their circumstances and demand improvements in essential services like water, sanitation, safety, waste management and tenure security, along with greater accountability. They quickly recognised that a society’s ability—at both neighbourhood and city levels—to engage in democratic dialogue as a foundation for development was being rapidly eroded. ‘Homes In The City’ formally came into being in 2008, when these five grassroots organisations came together to reimagine how cities can work for everyone. With their expertise in participatory governance, empowerment of women, water management, housing, and environmental action, they brought their experience in participatory initiatives to urban spaces—centring democratic decentralisation, ecological consciousness, and the dignity of marginalised communities.
