The School of Governance and Public Administration (SGPA) is a cutting-edge program designed to build the capacity of young professionals to promote inclusive development and progress towards a peaceful and just federal democracy in Burma. The SGPA aims to equip mid-career professionals from diverse backgrounds with knowledge and skills in four key areas: federalism, governance, public policy making and public administration. Graduates of the SGPA are expected to become crucial agents in developing a culture of good governance and sustainable development through strong management and evidence-based decision-making. Seeing public administration as the fourth branch of government (the bureaucracy), this program aims to support the process of establishing local governments that are effective and responsive to local needs. In many ways, public administration is also about the capacity of governments to ensure that collective goals are met, as it encompasses everything from human resource management to budgeting systems, planning, intergovernmental relations, leadership, implementation and evaluation.
