The Tax Knowledge Building Foundation (“TKB”) is a tax capacity organization based in Rotterdam, the Netherlands. TKB was founded in 2024 by Paul de Haan, who previously founded the Capabuild Foundation. Our mission is to promote the attainment of the UN Sustainable Development Goals (SDGs) by helping (developing) countries to develop robust tax policies and raise the revenues needed to put the SDGs into practice. We also aim to strengthen civil society organizations by offering support in the areas of tax and tax policy. This includes tax technical training for tax inspectors, politicians, journalists and NGOs. OUR PERSPECTIVE Presently, many countries have unused tax potential which could be harnessed to fund SDGs and other important social objectives. However, utilizing this potential is extremely difficult and thus requires a nuanced and multilayered approach. Tax, governance and technology are linked. Tax capacity building must therefore address all three of these issues, preferably together. Public-private initiatives can contribute to capacity building because they can augment existing capacity building initiatives and increase the overall level of tax capacity training. HOW WE WORK Our approach is "demand driven", which basically means that TKB takes its lead from the needs and requests of our partners in different countries. In our experience, capacity building must be tailored to the (often very specific) situation at hand. TKB is not limited to assisting developing countries: we want to contribute to tax capacity building all over the globe. In fact, our first major project was the design and implementation of tax business cases for business schools in Kyiv (Ukraine) and Tbilisi (Georgia).
