Job Description CDM Smith is seeking a n Engineering Construction Manager in anticipation of a future project for the US Government in Japan .
Given the nature of the project ’s Flexible Work requirements , our staff must quickly assimilate and develop an understanding of client’s products, services needed, and goals . Job Objective: The position for an Engineering C onstruction M anager will be onsite in or near Tokyo Japan . The Engineering Construction Manager will o versee all aspects of a l arge construction project and will serve as the client’s main point of contact for the construction contractor .
Additionally, the Engineering Construction Manager will be CDM Smith’s onsite manager for our construction phase services related to the client’s construction project . This includes construction inspection, construction submittals, construction contract modifications, requests for information, and coordinate with CDM Smith’s US-based project management and reach-back engineering support services.
This work will be conduc ted onsite at US m ilitary base s , ensuring all infrastructure development adheres to US military standards, codes, and safety regulations, while coordinating with various stakeholders to maintain operational efficiency . The project is for Title II c onstruction s ervices of water lines, iron pipes, hydrant connectors, hydrants, as well as associated valves and caps.
Job Duties : R eview contractor submittals, shop drawings, and as-built drawings for contract compliance Inspect the contractor’s material deliveries for contract compliance Witness the contractor’s material testing and contract-required field testing Coordinate project activities with CDM Smith’s US-based project management and US based reach-back engineering support staff Prepare documentation to support client’s contract modifications P rovid e documentation to confirm that the construction meets the specifications in the design drawings and specifications Maintain the onsite, record copies of construction documentation Take construction photographs throughout duration of construction and maintain inventory of construction photographs Lead and participate in the client’s construction progress meetings , both in-person and on teleconferences ; prepare documentation such as agendas, meeting notes or minutes Attend and participate in the construction contractor ’s coordination and other meetings as the client’s representative Monitor project progress against established milestones and make necessary adjustments.
Perform inspections of construction work to monitor compliance requirements of the contract as well as accepted quality control and health and safety plans Provide local management of other local CDM Smith staff such as inspectors Maintain effective and frequent communication with clients , as to the progress of construction as well as other issues that would affect the contract performance, human health, or the environment.
Review contractor’s schedule ; analyze the schedule for delays or unfor eseen impacts. Review and provide approve recommendations for the client’s progress reports Execute s and leads the investigat ive processes to examine and assess the contractor’s construction work for contract compliance Conduct s onsite investigations and analyze s relevant data including maps, reports, tests, drawings and other as required .
Monitors compliance with guidelines and regulations including permits, safety etc . and deliver s technical files and other technical documentation as required . Develop s , train s , and educate s junior engineers /construction managers , guide s the technical direction, and serve s as a liaison with clients . Performs other duties as required .
Skills & Abilities Must be a U.S. citizen. Able to pass a federal background check. Demonstrates strong technical proficiency and design application knowledge. Strong organizational skills to balance and prioritize work. Excellent attention to detail. Familiar and comfortable to work on computers/tablets/ phones. Strong writing and oral communication skills.
Ability to manage the workload of others and work with multiple stakeholders. Excellent interpersonal skills to cultivate relationships with colleagues, customers, and partners.
Qualifications
Bachelor’s degree in Engineering and at least 10 years of relevant experience.
Preferred Qualifications
Five years of DOD construction management or inspection project experience required Demonstrated e xperience in water utility pipeline and/or microtunneling construction is highly preferred Experience working in Japan Bi-lingual, Fluent in written and verbal English Japanese language skills are highly preferred NA V FAC/ USACE QC Management Course within g last 7 years or able to obtain it.
Amount of Travel Required 100% Background Check and Drug Testing Information CDM Smith Inc. and its divisions and subsidiaries (hereafter collectively referred to as “CDM Smith”) reserves the right to require background checks including criminal, employment, education, licensure, etc. as well as credit and motor vehicle when applicable for certain positions.

Additional Pay Range Information CDM Smith is committed to fair and equitable compensation practices.
This pay range is a good faith estimate representative of all experience levels for the geographic location assigned to the position. In addition to geographic location, a candidate’s salary is determined by several other factors including, but not limited to, the role, function and associated responsibilities, relevant work experience, skills, required certifications, and education/training.
Additional Compensation All bonuses at CDM Smith are discretionary and may or may not apply to this position.
