We’re looking for a Senior HSE Specialist to join our Singapore team. As a Senior HSE Specialist , you will be responsible for providing day-to-day site HSE supervision, contractor interface, compliance assurance, and practical support to the project management team. The role supports implementation of Worley HSE requirements, applicable regulatory obligations, client HSE requirements, and project-specific HSE plans to help maintain safe, compliant, and effective project execution.
To succeed in this role, you should have experience in HSE, preferably in oil and gas, onshore/offshore. Join us and help drive innovation and sustainability in our projects. What you’ll do We are looking for a Senior HSE Specialist to join our team in Singapore . The role responsibilities include: Provide HSE supervision, advisory support, coaching, and mentoring to the project management team, site personnel, and contractors to promote effective safety leadership and safe work behaviours.
Use the Worley management system framework to support project risk assessment across engineering, procurement, construction, and site execution phases. Implement project HSE standards, procedures, plans, and controls in alignment with Worley requirements, client requirements, applicable local regulatory requirements, and project-specific HSE plans.
Support and monitor site HSE activities including Permit to Work, Job Safety Analysis/Task Risk Assessment, toolbox talks, lifting activities, confined space entry, work at height, energy isolation, and simultaneous operations, where applicable to the project scope. Develop and support implementation of HSE training and awareness activities, including site induction, hazard identification, task risk assessment, and safety leadership initiatives.
Implement contractor HSE management processes including pre-selection support, onboarding, site orientation, field monitoring, inspections, audits, and formal contractor performance reviews. Lead or participate in site inspections, audits, assurance activities, and verification of corrective and preventive action close-out.
Ensure effective hazard and incident management processes are implemented, including timely reporting, immediate response, evidence preservation, root cause analysis support, action tracking, and communication of lessons learned through the Worley Assurance system. Monitor HSE performance, support KPI tracking, review trends, and prepare regular HSE performance updates for project management.
Implement effective Emergency Preparedness and Response plans aligned with Worley and client crisis management requirements. What you’ll have Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or an equivalent discipline. Workplace Safety and Health Coordinator certification is mandatory though Workplace Safety and Health Officer certification is preferred or advantageous, where applicable.
Completion of approved training courses and certifications relevant to the project scope and local legal requirements, including Confined Space Safety, Work at Heights Management, Risk Management, Construction/Process Industry WSH Supervision, Earth Control Measures Officer (ECMO), Environmental Control Officer (ECO), Excavation Supervision, lifting supervision, hot work safety, first aid, fire safety, emergency response, and any other certification required by applicable local regulations.
Minimum 5 years of relevant HSE experience, preferably in oil and gas, onshore/offshore construction, heavy industry, EPC, or project execution environments. Strong understanding of HSE management system principles, including implementation, monitoring, and continual improvement of project HSE controls. Familiarity with ISO 45001 and ISO 14001 management system principles is preferred, particularly where environmental responsibilities are included in the role.
Internal or accredited auditor qualification in ISO 45001, ISO 14001, ISO 9001, or equivalent HSE management system auditing is preferred. Strong field presence with demonstrated ability to engage contractors, coach site teams, influence safe behaviors, and communicate effectively with project stakeholders. Proficiency in Microsoft Office and HSE reporting systems, popular incident/action tracking platforms.
Good written and verbal communication skills in English; local language capability is preferred where required by project location and workforce composition.
