HSEQ Manager About the Role Pro Civil Works is a rapidly growing civil and utility infrastructure contractor delivering projects across power, utilities, renewables, transport, and major infrastructure sectors throughout NSW. We are seeking an experienced and driven HSEQ Manager to lead and continuously improve our Health, Safety, Environment and Quality Management Systems while supporting the strategic growth of the business.
This is a senior leadership position responsible for developing a high-performance safety culture, strengthening operational risk management, maintaining ISO-certified systems, and ensuring compliance across a diverse portfolio of projects including utility infrastructure, substations, renewable energy projects, BESS developments, underground services, civil construction, and live operational environments.
The role requires a practical leader who can engage effectively with field personnel while also contributing strategically at a business level through reporting, governance, client engagement, tender support, workforce development, and continuous improvement initiatives.
Key Responsibilities
Strategic Leadership Lead the ongoing development and implementation of the company's HSEQ strategy aligned to business growth objectives. Drive continual improvement across safety, quality, environmental and operational risk management systems. Provide executive-level reporting on HSEQ performance, trends, leading indicators, corrective actions, and business risks.
Partner with senior leadership to support sustainable growth, operational excellence, and client satisfaction. Support pre-contract and tendering activities by contributing HSEQ content, methodologies, capability statements, and compliance requirements. Represent the business during client audits, contractor prequalification assessments, and external stakeholder engagements.
Health & Safety Leadership Provide leadership and guidance across all operational projects, ensuring a proactive and risk-based approach to safety management. Lead incident investigations including ICAM or equivalent methodologies, identifying root causes and driving corrective actions. Conduct site audits, inspections, critical risk verifications, and leadership safety interactions.
Monitor and improve compliance with Safe Work Method Statements (SWMS), risk assessments, permits, and critical control requirements. Facilitate workforce engagement initiatives including toolbox talks, safety campaigns, lessons learned, and behavioural safety programs. Support operational teams in managing high-risk activities including: Excavation and underground services Energised and live utility environments Plant and people interaction Lifting operations and cranage Traffic management Confined space entry Temporary works Working near rail corridors and road networks Quality & Systems Management Maintain and continually improve the Integrated Management System (IMS).
Ensure ongoing compliance with ISO 9001, ISO 45001 and ISO 14001 requirements. Develop, review and implement procedures, forms, standards, work instructions, and governance frameworks. Lead internal audit programs and coordinate external certification audits. Drive non-conformance management, corrective actions, and lessons learned processes.
Support project teams in quality planning, inspection and test plans (ITPs), hold points, verification records, and client quality requirements. Environmental Management Ensure environmental risks are identified and appropriately managed across projects. Support compliance with environmental approvals, permits, erosion and sediment controls, waste management, and environmental obligations.
Lead environmental incident investigations and corrective action programs. Drive sustainability initiatives and support social procurement objectives where applicable. Operational Support Work closely with Project Managers, Supervisors, Engineers, and field crews to provide practical HSEQ support. Participate in project planning, constructability reviews, risk workshops, and project start-up activities.
Support onboarding, competency management, training matrices, and workforce development programs. Assist with subcontractor prequalification, auditing, and performance management. Provide mentoring and coaching to operational leaders to improve safety leadership capability. Reporting & Analytics Develop meaningful HSEQ dashboards and performance reporting.
Analyse trends, leading indicators, incident data, audit outcomes, and operational risks. Present recommendations to senior leadership to improve organisational performance. Support digital transformation initiatives including field compliance systems, workforce management platforms, and reporting tools. Essential Requirements Minimum 7+ years' experience in a senior HSEQ, Safety Manager, or HSEQ leadership role within civil construction, utilities, infrastructure, renewables, or related sectors.
Demonstrated experience working within self-perform civil contracting environments. Strong understanding of utility infrastructure, underground services, renewable energy projects, and civil construction methodologies. Proven experience managing ISO-certified management systems. Strong capability in incident investigation, risk management, auditing, and compliance management.
Experience developing and authoring professional safety, quality, and environmental documentation. Excellent stakeholder management skills with the ability to engage effectively from frontline crews through to executive leadership and clients. Strong analytical, reporting, and continuous improvement capabilities. Current White Card.
Diploma or Degree qualification in Work Health & Safety, Environmental Management, Engineering, Construction Management or related discipline. Current Driver's Licence. Highly Desirable Lead Auditor qualifications (ISO 9001, ISO 45001 and/or ISO 14001). ICAM Lead Investigator qualification. Experience working within electrical utility environments including Ausgrid, Endeavour Energy, Essential Energy, Transgrid or similar networks.
Experience supporting renewable energy, battery energy storage (BESS), substation or transmission projects. Experience implementing digital HSEQ systems and reporting platforms. Return-to-work and injury management experience. Training and facilitation experience. What Success Looks Like Within the first 12 months, the successful candidate will: Strengthen and mature the Pro Civil Works Integrated Management System.
Improve workforce engagement and frontline safety leadership. Deliver measurable improvements in leading safety indicators and audit outcomes. Enhance client confidence through strong governance and compliance performance. Support the business's expansion into major utility, renewable energy, and infrastructure projects.
Establish a scalable HSEQ framework capable of supporting significant business growth over the coming years.
