Job Description CDM Smith is seeking a Lead Engineering Inspector in anticipation of a future project for the US Government in Japan.
Given the nature of the project’s Flexible Work requirements, our staff must quickly assimilate and develop an understanding of client’s products, services needed, and goals. Job Objective : The position for Lead Engineering Inspector will be onsite in or near Tokyo, Japan, located at a US Government military installation.
The Lead Engineering Inspector will oversee inspection of the client’s large construction projects. This work will be conducted onsite at an US military installation, ensuring all infrastructure construction adheres to project contract documents, drawings, and specifications, US military standards, codes, and safety regulations, while coordinating with various stakeholders to maintain operational efficiency.
Communicate effectively with professionals from a variety of functional backgrounds. Additionally, the Lead Engineering Inspector will elevate any inspection concerns to the CDM Smith project manager and/or onsite manager for our construction phase services related to the client’s construction project. Work will be performed independently under limited supervision.
The project is for title II construction services of waterlines including iron pipes, hydrant connectors, hydrants, as well as associated valves and caps. Job Duties: Coordinate inspection activities and perform on-site surveillance and inspection of the construction work in progress and to ascertain that the work is properly executed and completed in conformance with the contract drawings and specification Coordinate with and provide project updates to the CDM Smith project manager and/or onsite manager , client points of contact for the project’s period of construction Oversee on-site surveillance and inspection of the construction work in progress Applies the knowledge of engineering laws, codes and principles Inspect construction to ensure compliance with building codes and safety regulations Monitors progress and prepares/creates/compiles inspection reports and/or project status reports.
Complies with guidelines and regulations including permits, safety etc. and delivers technical files and other technical documentation as required Develops, trains, and educates junior inspectors Performs other duties as required Environmental Factors : Employees may be placed in a CDM Smith or a client site in a professional office environment or in a field environment based on the nature of the employee's responsibilities, an assigned project or task, the skills of the employee and the work available.
Work may require active and focused participation in meetings or conference calls (e.g., communicate, express oneself and exchange information, etc.) of varying durations of time. May be frequent periods of high productivity with varying tight or rigid deadlines. Work demands may require employees to work beyond the standard scheduled workday or workweek.
May be required to move about the assigned work location. May be required to operate and use a PC/computer/electronic device. When working in an office setting, may be required to move about to access files and utilize office equipment. While in an office setting, lifting will generally involve carrying one’s work materials and tools e.
g., laptops, etc. For positions involving file management activities, lifting will generally involve carrying files and boxes. For certain Facilities group positions, lifting up to 50 pounds may be required to move supplies, make deliveries, etc. When working in the field, may be exposed to hazardous weather conditions; extreme temperatures (hot or cold); excessive humidity; dampness or chilling; loud and/or continuous noise, vibrations or other sensory conditions; hazardous/dirty materials, equipment, locations; or working around machinery with moving parts, and/or moving objects or vehicles.
When working in the field, may be required to move about to utilize and operate field equipment and/or machinery and to navigate slippery and uneven terrain. When working in the field, may be required to work in and move about a confined space or lift to 50 pounds Skills & Abilities Must be a U.S. citizen. Able to pass a federal background check.
Demonstrates technical proficiency and design application knowledge. Strong organizational skills to balance and prioritize work. Excellent attention to detail. Familiar and comfortable to work on computers/tablets/phones. Strong writing and oral communication skills. Ability to work with multiple stakeholders. Good interpersonal skills to cultivate relationships with colleagues, customers, and partners.
Qualifications
Bachelor’s degree in Engineering and at least 5 years of relevant experience.
Preferred Qualifications
Three years of DOD construction management or equal inspection project experience required Demonstrated experience in water utility pipeline and/or microtunnelling construction is highly preferred Experience working in Japan Bi-lingual, Fluent in written and verbal English Japanese language skills are highly preferred NAVFAC/USACE QC Management Course within last 7 years or able to obtain it .

If this position is subject to a background check for any convictions related to its responsibilities and requirements, employment will be contingent upon successful completion of a background investigation including criminal history.
Criminal history will not automatically disqualify a candidate. In addition, during employment individuals may be required by CDM Smith or a CDM Smith client to successfully complete additional background checks, including motor vehicle record as well as drug testing. Additional Pay Range Information CDM Smith is committed to fair and equitable compensation practices.
This pay range is a good faith estimate representative of all experience levels for the geographic location assigned to the position. In addition to geographic location, a candidate’s salary is determined by several other factors including, but not limited to, the role, function and associated responsibilities, relevant work experience, skills, required certifications, and education/training.
Additional Compensation All bonuses at CDM Smith are discretionary and may or may not apply to this position.
