Job description

JOB PURPOSE Defining, coordinating and monitoring the implementation and management of finance strategies, policies, internal control and all financial administrative and legal issues of MSF South Asia, in line with the context and operational challenges and MSF protocols, standards and procedures, in order to provide accurate, transparent, timely and reliable financial information to the organization and third parties on the allocation of resources in its entities.

KEY ACCOUNTABILITIES As an active member of the MSF SA MT, participating in the definition of the entitie’s objectives and strategies in collaboration with the MT, planning, implementing and monitoring the financial operational and budget needs, anticipating changes and challenges and planning accordingly, in order to ensure budgets are relevant and appropriate.

Develops and monitors annually approved yearly plans and budgets of MSF South Asia including India & Sri Lanka as well as the long term strategic plan in alignment with Strategic Planning, Accountability and Resource Cycle (SPARC) agreement. Implement, monitor, perform technical checks and respect the yearly planning and budget.

Responsible for quality and timely International reporting and managing control cycles as necessary for the organization. Defining the financial strategy of MSF South Asia together with the Executive Director, assessing and mitigating the financial risks of the mission and ensuring the implementation of a relevant organizational set up and a reliable internal control system, in order to meet all financial obligations while keeping financial ethics respected at all times.

Budgeting and forecasting of the organization. Translating financial strategy into actionable planning insights. Overseeing internal controls and audits and tax planning for the organisation. Tracking performance indicators, analysing financial performance trends, preparing and maintaining dashboards for executive and board on financial analysis.

Managing internal finance and compliance teams and collaborating on cross functional partnerships with departments. Responsible for the development and maintenance of the appropriate legal set up for the office and follow up of compliances with the Indian legal and regulatory framework, as well as within the requirements of MSF International financial framework.

Actively participate in global platforms of MSF on behalf of MSF South Asia and enable MT to understand and travel in the direction of the movement from Finance management perspective. Work in alignment with Strategic Planning dossiers internationally and guide the MT of MSF SA accordingly and enable the Executive Director with decision making in strategic planning of the entity.

Support on estimating capacity and time needed to develop and deliver solutions. Support Head of Office, MSF India with Finance dossiers. Support finance management of MSF India together with Head of Office, MSF India. Support Compliance of MSF India together with Head of Office, MSF India from a Finance perspective. KEY DIMENSIONS Responsible for overall Financial strategy of MSF SA Responsible to ensure departmental budgets are as per annual budgetary planning of MSF South Asia Responsible for Statutory Compliances and Audits of India & Sri.

Lanka Responsible for cash flow management in India and Sri Lanka Responsible for Smooth Banking relationships and other stake holder management Other Dimensions Direct Supervision of 2-3 staff. Key Performance Indicators 100% compliance with legal and regulatory framework of India and Sri Lanka 100% implementation of relevant internal procedures and policies as per MSF International standards Monthly accurate and complete Financial Management Information to Management Team GDPR Compliances Risk Register & other Internal controls

Key Interactions Member of the Management Team of MSF South Asia Operations in India Relevant platforms in the MSF movement Relevant stakeholders in the Indian and Sri Lankan Government Legal Advisors and compliance agencies as required MSF offices worldwide Requirements Educational Qualifications & Functional / Technical Skills Masters' degree in Finance and Commerce Chartered Accountant (Preferred Management/ Administration (Plus) or equivalent from a reputed institute. Relevant Experience (Type of experience and minimum number of years) Minimum 7-10 years post qualification working experience in finance including minimum 5 years managerial experience (in a senior position) and understanding of organizational issues and (team) dynamics Experience in the similar role is required, with proven track record and work experience in developing countries Experience in Financial and Management Reporting (including engaging with auditors in a complex environment) Experience in finance management in India and Sri Lanka desirable Prior MSF experience will be highly desirable Other requirements (Behavioural, Language, Certifications etc, including competencies ) Service orientation Strategic Vision Planning and Organizing Analytical Thinking & Result and Quality Orientation Benefits We offer: Contract duration is three years with a possibility of extension for another three years. Compensation

gross per month range USD 3423

  • USD 4881 – (Salary is offered in line with our pay framework and typically starts at the entry point of the band. Salary increases are considered annually; final salary will depend on the scaling of the CV as per MSF criteria) 13th Month bonus (equivalent to one month gross) will be additional.
