Job Description – Shipbuilding Project Manager (Contract) Position

• Shipbuilding Project Manager – Vessel Construction Project Engagement Type Contract / Consultant Full-time, on-site Duration: Approximately 20–24 months Location Uganda, East Africa – Inland Waters Vessel Construction Project Reporting To Owner / Project Director Project Overview A new build inland oil tanker of approximately 3,800 DWT is being constructed for operations on inland waters. The Project Manager will act as the Owner’s Representative and will be responsible for end-to-end coordination and delivery of the vessel from design finalization through commissioning and delivery.

Key Responsibilities

Lead and manage the vessel construction project on behalf of the Owner. Establish and monitor the overall project schedule, milestones and critical path. Coordinate all yard activities including: Steel procurement, fabrication and block erection Hull construction and outfitting Machinery, piping, electrical and instrumentation installation Painting, insulation and finishing works Coordinate with the design consultant, classification society and equipment vendors.

Monitor construction quality and ensure compliance with approved drawings, specifications and class requirements. Identify schedule slippages, cost overruns and technical issues, and implement corrective measures. Manage contractors/subcontractors and site workforce to ensure safe and timely execution. Review material take-offs, procurement status and long lead item requirements.

Conduct regular progress meetings and issue weekly and monthly reports to the Owner. Coordinate inspections, testing, harbor trials, commissioning and final delivery. Ensure timely closure of punch points and class/statutory observations. Candidate Profile The ideal candidate should have: 18–30 years of experience in shipbuilding or marine construction.

Proven experience as Project Manager / Construction Manager for at least two vessel new build projects. Prior involvement in construction of tankers, barges, inland waterway vessels or similar steel vessels. Strong hands-on experience in: Hull and steel fabrication Yard planning and construction sequencing Outfitting and commissioning Vendor and subcontractor management Working knowledge of classification society requirements such as: Bureau Veritable Indian Register of Shipping DNV Experience working in developing countries, remote sites or resource-constrained shipyards will be preferred.

Practical, execution-oriented and capable of operating independently with minimal support.

Minimum Qualifications

Degree or Diploma in Naval Architecture, Marine Engineering, Mechanical Engineering or Shipbuilding Engineering. Good command of English, both written and spoken. POSITION OVERVIEW

The Quality Control Engineer is accountable for implementing, maintaining, and enforcing the quality management system across all shipbuilding activities undertaken by Lake Victoria Logistics. The role ensures that all construction, fabrication, outfitting, and commissioning activities comply with applicable classification society rules, international maritime standards, client specifications, and company quality procedures.

The Quality Control Engineer collaborates directly with the Project Manager, site supervisors, and third-party surveyors to deliver vessels of the highest standard. 3.

KEY RESPONSIBILITIES

Quality Management System Develop, implement, and maintain the project Quality Control Plan (QCP) in accordance with ISO 9001, classification society requirements (e.g., Bureau Veritable, DNV, Lloyd's Register), and client specifications. Prepare and manage Inspection and Test Plans (ITPs) for all major construction activities, including hull fabrication, welding, piping, outfitting, machinery installation, and electrical systems.

Establish and maintain a document control system for quality records, Non-Conformance Reports (NCRs), weld records, material certificates, and test results. Review and approve method statements, welding procedure specifications (WPS), and procedure qualification records (PQR). Inspection & Testing Conduct in-process and final inspections of all structural, mechanical, electrical, and outfitting works at defined hold points and witness points as per the ITP.

Oversee and witness Non-Destructive Testing (NDT) operations, including visual inspection, radio graphic testing (RT), ultrasonic testing (UT), magnetic particle inspection (MPI), and dye penetrate testing (DPT).

• Supervise hydrostatic pressure testing, tank tightness testing, and sea/lake trials to verify vessel performance against design specifications.
• Inspect incoming materials, equipment, and purchased parts against approved drawings and material certificates before acceptance.
• Coordinate with the classification society surveyor for class approval inspections, survey attendance, and certificate issuance. Non-Conformance & Corrective Actions Identify, document, and track all non-conformances; issue NCRs and ensure timely resolution and close-out by responsible parties. Investigate quality failures and near-misses, perform root cause analysis, and implement corrective and preventive actions (CAPA). Maintain and monitor the project punch list and defect register through to final acceptance and handover. Reporting & Stakeholder Communication Prepare and submit weekly and monthly QC progress reports, inspection statistics, and NCR status summaries to the Project Manager. Liaise with the client's appointed inspector, classification society surveyors, and flag-state authorities to schedule inspections and resolve technical queries. Provide quality input during design reviews, pre-construction meetings, and subcontractor audits. Conduct quality orientation briefings and toolbox talks with construction crews to embed a quality-first culture on the yard. Subcontractor & Supplier Quality Evaluate and audit subcontractors and key suppliers' quality management systems before and during contract execution. Review and approve subcontractor QCPs, ITPs, and method statements before works commence. Monitor subcontractor work quality on-site and enforce compliance with contract quality requirements. 4.

QUALIFICATIONS

& EXPERIENCE Education Bachelor's degree in Marine Engineering, Mechanical Engineering, or a related engineering discipline. Experience Minimum 10 years of QC/QA experience in shipbuilding, marine construction, or heavy fabrication. Demonstrable experience interfacing with classification societies is highly desirable.

Standards In-depth working knowledge of ISO 9001:2015, classification society rules (BV, DNV, LR, or equivalent), AWS D1.1, ISO 9606, and relevant IMO conventions. NDT CSWIP, PCN, or ASNT Level II certification in at least two NDT methods (UT, RT, MPI, or DPT) is strongly preferred. Software Proficiency in MS Office (Word, Excel) and quality management software.

The Planning Engineer is responsible for developing, managing, and monitoring all project planning and scheduling activities for Lake Victoria Logistics' shipbuilding projects. The role ensures that vessel construction programmes are delivered on time, within budget, and to specification, through rigorous schedule control, resource planning, and progress reporting.

The Planning Engineer works closely with the Project Manager, engineering teams, procurement, and construction supervisors to maintain a robust master project schedule. 2. KEY RESPONSIBILITIES

Project Scheduling & Planning Develop, maintain, and update comprehensive project schedules using Primavera P6 or MS Project, covering all phases from design through launch and sea trials. Prepare the Master Construction Schedule (MCS) and break it down into Level 2, Level 3, and Level 4 schedules for each discipline (hull, outfitting, electrical, machinery).

Conduct critical path analysis and identify schedule risks, float consumption, and mitigation measures. Establish work breakdown structures (WBS) aligned to the bill of quantities and contract milestones. Coordinate with the Project Manager to set and track key milestone dates including keel laying, launching, and delivery.

Progress Monitoring & Reporting Collect weekly progress data from site supervisors, subcontractors, and department heads, and update the schedule accordingly. Prepare and issue weekly and monthly progress reports, S-curves, earned value analysis (EVM), and dashboard summaries for the Project Manager and senior leadership.

Monitor actual vs. planned performance for cost, schedule, and scope; flag variances and propose corrective actions. Maintain a risk register in coordination with the Project Manager and track mitigation actions. Resource & Procurement Planning Develop resource-loaded schedules and advise on optimal labour and equipment deployment to meet programme targets.

Coordinate with procurement to align material and equipment delivery schedules with construction sequences. Support look-ahead planning (3-week, 4-week, and 12-week rolling plans) to drive short-interval scheduling on the yard. Stakeholder Coordination Participate in project kick-off meetings, design reviews, and weekly progress meetings; prepare and distribute meeting minutes.

Liaise with classification society representatives, clients, and flag-state surveyors regarding schedule requirements and inspection hold points. Support subcontractor schedule reviews and interface management to prevent delays across disciplines. Assist in claims management by providing schedule records and delay analysis when required.

QUALIFICATIONS

& EXPERIENCE Education Bachelor's degree in Marine Engineering, Naval Architecture, Mechanical Engineering, Civil Engineering, or a related technical field. Experience Minimum 5 years of experience in project planning/scheduling within shipbuilding, heavy engineering, or offshore construction. Experience on inland waterway or lake vessels is an added advantage.

Software Competency in MS Excel, PowerPoint, and EVM tools is required. Certifications Planning Engineer certification from recognized bodies is required.
