Job description

Job Overview: Our client is a global sourcing and buying organization, and they have engaged Timeo to recruit an Assistant HR & Admin Manager to join their Regional HR team in Singapore. Reporting directly to the Regional HR Manager, you will oversee HR operations and office administration for the Singapore office while supporting selected regional HR activities across Asia.

In this role, you will manage payroll, recruitment, employee lifecycle administration, HR systems, expatriate support, and office operations. You will also partner with stakeholders across Singapore, India, Cambodia, and the regional headquarters to deliver consistent HR processes, coordinate employee engagement initiatives, and ensure smooth day-to-day HR and administrative operations.

Key Responsibilities

HR Operations & Payroll: Manage end-to-end payroll for Singapore employees, maintain accurate employee records, administer onboarding, transfers, promotions, and offboarding activities, while ensuring compliance with local employment regulations. Recruitment & Talent Acquisition: Support end-to-end recruitment activities including sourcing, screening, interviewing, offer management, and onboarding.

Partner with hiring managers and provide recruitment support for Singapore, India, and Cambodia. Employee Lifecycle & Expatriate Support: Coordinate work passes, visas, relocation, and expatriate administration while ensuring compliance with local employment requirements and providing HR support throughout the employee lifecycle.

Regional HR Support: Partner with regional stakeholders to support HR operations, policy implementation, workforce planning, and HR best practices across selected Asia offices. HR Systems & Process Improvement: Administer HR systems, maintain employee data integrity, support system users, and contribute to continuous process improvements and HR documentation.

Employee Engagement & Events: Coordinate employee engagement programmes, Town Halls, workshops, training sessions, and regional events while managing logistics and collaborating with internal stakeholders. Office Administration: Oversee office administration, facilities, vendors, service contracts, corporate travel coordination, and ensure a safe, professional, and efficient office environment.

Profile Requirements: Education Qualifications: Diploma or Bachelor's degree in Human Resources, Business Administration, or a related discipline. HR Operations Experience: 5–8 years of experience in HR Operations, HR Generalist, or HR Administration roles, preferably within a multinational or regional environment. Payroll & Recruitment: Hands-on experience managing Singapore payroll, employee lifecycle activities, and end-to-end recruitment.

Regional Exposure: Experience supporting multiple countries or regional HR operations is highly preferred. HR Systems: Familiarity with HRIS platforms such as BIPO, Workday, Cornerstone, SAP Success. Factors, or similar systems. Office Administration: Experience managing office administration, vendors, facilities, corporate travel, or administrative operations is an advantage.

Communication & Stakeholder Management: Strong interpersonal and communication skills with the ability to collaborate effectively across functions and cultures. Organized & Detail-Oriented: Able to manage multiple priorities, maintain accuracy, and work independently in a fast-paced environment. Additional Pluses: Experience handling work passes, employment visas, expatriate administration, employee engagement programmes, or regional HR projects will be highly advantageous.
