Job Summary

The Reconciliation and Settlement Officer supports the day-to-day reconciliation and settlement of payments across the national payment rail operated by NPICTT — matching transactions across the scheme, its participants and the settlement system, investigating and resolving reconciliation breaks, and supporting the settlement cycles through which the nation’s payments are settled.

Working under the Head, Settlement and Reconciliation, the Officer is a hands-on financial-operations role responsible for the accuracy, completeness and auditability of reconciliation and for the correct and timely support of settlement. Because reconciliation accuracy and settlement integrity protect the Company’s and participants’ funds and the State’s revenue, the role operates to exacting standards of accuracy, control discipline and record-keeping.

Main Responsibilities Reconciliation Operations Perform daily reconciliation across the national rail — matching transactions across the switch, the scheme, participant records, settlement files and settlement-account statements. Identify, investigate and resolve reconciliation breaks, variances and exceptions, and escalate unresolved or material items to the Head, Settlement and Reconciliation.

Reconcile settlement accounts and operational balances, and confirm the completeness and accuracy of transaction postings. Maintain reconciliation working papers, logs and supporting evidence to an auditable standard. Settlement Support Support the settlement cycles of the national scheme — the preparation, validation and processing of settlement files and postings — to defined schedules and cut-offs.

Monitor settlement accounts, funding positions and participant net settlement positions, and flag funding shortfalls or anomalies promptly. Support settlement across the Central Bank’s real-time gross settlement system and the correct application of settlement instructions, under the direction of the Head. Assist with settlement configuration and reconciliation set-up for the onboarding of new participants and channels.

Controls, Compliance and Records Operate reconciliation and settlement controls in accordance with the Company’s procedures, scheme rules, accounting standards and regulatory requirements. Maintain accurate financial-operations records, reconciliation logs and settlement documentation. Support fraud prevention and operational-risk monitoring by identifying and flagging anomalous or suspicious items.

Support audit and operational review by organizing documentation and providing accurate information. Reporting and Improvement Prepare reconciliation summaries, exception reports and settlement reports for the Head, Settlement and Reconciliation. Track reconciliation and settlement metrics and contribute to trend analysis.

Identify recurring breaks and propose improvements to reconciliation processes, controls and automation. Perform other related duties in support of the function’s objectives.

Requirements

Person Profile The ideal candidate is a detail-oriented and methodical financial-operations professional with experience in reconciliation, settlement, or general accounting operations such as bank reconciliation, general-ledger maintenance and accounts payable and receivable. The individual is accurate, control-minded and disciplined in record-keeping, able to investigate discrepancies to root cause, and comfortable working to fixed cycles and deadlines.

Sound working knowledge of reconciliation and basic accounting is essential; exposure to payments or banking operations is an advantage. The successful candidate demonstrates integrity, reliability and a strong sense of responsibility appropriate to a role that protects public and participant funds. Academic Qualifications and Experience Academic Qualifications A Bachelor’s degree or diploma in Accounting, Finance, Banking, Business Administration or a related discipline; or an equivalent combination of qualification and demonstrable experience.

Part-qualification or progression toward a professional accounting qualification, such as ACCA or CAT, is an advantage. Experience A minimum of two (2) to four (4) years in reconciliation, settlement, accounts payable and receivable, general-ledger or bank-reconciliation work, or financial-services operations. Demonstrable experience investigating and resolving discrepancies and maintaining accurate financial records.

Experience with reconciliation or accounting systems and strong spreadsheet capability. Experience in payments, banking or a transaction-intensive environment is an advantage; a sound understanding of reconciliation and basic settlement concepts is expected. Experience supporting audit through the organization of documentation and provision of information.
