Job description

Black & Grey HR is recruiting for a leading construction and company in Dubai, UAE. Our client is looking for a Tendering Manager who will be responsible to lead the tendering function by analyzing project requirements, evaluating risks, and preparing competitive, well-structured bids that maximize the company’s chances of securing projects.

Key Responsibilities

Leadership & Team Management

  • Lead and manage the Tender Department, ensuring efficient allocation of resources and workload.
  • Mentor, guide, and develop estimators and quantity surveyors to enhance team performance.
  • Conduct annual performance evaluations and support hiring decisions in coordination with senior management. Tendering Strategy & Evaluation
  • Review and assess tender invitations with senior leadership and decide on participation.
  • Oversee preparation and submission of pre-qualification documents.
  • Provide technical guidance to the team on complex estimation and quantity surveying matters. Costing & Risk Analysis
  • Review project documents to identify risks and ensure appropriate cost provisions or qualifications.
  • Evaluate both direct and indirect cost estimates and optimize them based on experience and market knowledge.
  • Assess project risks and incorporate mitigation strategies in pricing. Contract & Compliance Review
  • Coordinate with the Contracts Department to ensure fair and unbiased contractual terms.
  • Review and validate all contractual documents, including LOAs and agreements, before final execution. Vendor & Stakeholder Coordination
  • Engage with subcontractors and suppliers for specialized scopes to ensure accurate pricing.
  • Lead technical discussions and clarify project requirements with consultants and clients.
  • Prepare and submit tender queries and follow up for responses. Tender Submission & Negotiation
  • Prepare final pricing, including markups, discounts, and risk considerations, for management approval.
  • Compile and review complete tender submissions, including technical and commercial documentation.
  • Participate in pre-tender and post-tender meetings and negotiations with clients and consultants. Post-Tender Activities
  • Handle post-tender clarifications and provide required documentation.
  • Prepare and issue project budgets to the Cost Control Department upon award.
  • Finalize major subcontracts and issue Letters of Intent (LOIs). Reporting & Process Improvement
  • Prepare Management Information Reports (MIRs) for senior management.
  • Continuously improve tendering processes, systems, and cost efficiency.
  • Perform additional duties as assigned by management.

Requirements

  • Bachelor’s Degree in Civil Engineering with relevant engineering certifications
  • Minimum 20+ years of experience in construction/engineering, with strong exposure to tendering and estimation
  • Proven experience in leading and managing estimation or tendering teams
  • Strong knowledge of cost estimation, contract documentation, and risk assessment
  • Proficiency in MS Office and estimation software (e.g., RAI or equivalent)
  • Excellent analytical, negotiation, and communication skills with the ability to work under pressure Benefits
