Quantity Surveyors ; AED13,000-15,000 B Tech in Mechanical Engineering (Quantity surveying certifications would have added advantage. Minimum 15+ years of relevant experience in Oil & Gas or Industrial projects, including shutdown/turnaround works. Estimation Engineers: AED12,000- AED15,000 Bachelor’s degree in Mechanical Engineering.

10+years of relevant experience in cost estimation or tendering within Oil & Gas shutdown / turnaround projects. Hands-on experience with Major shutdown projects in refineries, petrochemical, or gas plants.   1. CONTRACT & COST ADMINSTRATOR TURNAROUND
  2. JOB PURPOSE: Advise and assist Manager Turnaround, Team Leader Turnaround, Turnaround Engineers, Turnaround Contractor Core Team and Execution Team and closely liaise with Contract Department on all aspects to the commercial, financial, and contractual implications relating to the successful completion of Turnarounds.
  3. KEY ACCOUNTABILITIES Job Specific Accountabilities
  • Draft appropriate contractual and commercial terms & conditions to best serve and protect Company’s interests.
  • Review bids, conduct negotiations and provide necessary support to the Contracts Department in monitoring and controlling the Turnaround Contract.
  • Review and amend standard contract documentation as required.
  • Build and maintain relationships with suppliers to secure positive, constructive, and cost- effective agreements for the Company.
  • Provide general assistance & advice on contractual & procurement matters as required to support Company’s operations.
  • Monitor the performance of service providers on a regular basis.
  • Prepare initial Turnaround Budget, amending same on receipt of more definitive information.
  • Assist Planning Engineers in the preparation of budget proposals, monitoring and reporting the expenditure and budgets.
  • Participate, as necessary, in developing the Contracts and writing the draft documents and Contract administration.
  • Responsible to control and monitor project total expenditure including verifying and checking of invoices and claims from suppliers, vendors, and subcontractors to ensure that all project expenditures are captured and properly recorded.
  • Provide planning and cost control support for all projects which includes variation reporting,monitoring of milestone progress to the preparation of customer billing processes, etc.
  • Perform commercial review of tenders (subcontractor’s quotations) for the preparation of Service Agreements.
  • Ensure effective project implementation and utilize productive reports from the creation of WBS with the use of project management system to monitor the status of all purchases, invoicing, and delivery up to the closure of the project.
  • Monitor the contractor’s progress and performance to ensure deliverables and services conform to the contract requirements.
  • Perform related project costing and reporting to the team and management’s review monthly to ensure that expenditures are kept within the project budget.
  • Provide cost control and planning advice to the internal team as and when required.
  • Verify the payments and ensure that they are conforming with the contract terms.
  • Exercise state remedies, as appropriate, where TA contractor’s performance is deficient and resolving disputes in a timely manner.
  • Document significant events and maintain appropriate records. Undertake cost analysis and commercial evaluation as required. Prepare letters, faxes and memos on the subject related to the contract, project monitoring, contract administration and control.
  • Maintain schedules of mobilization of both labor and equipment for turnaround, compare planned with actual, report on status and anomalies. Follow up and prepare planned cost and man-hours during execution phase, compare with actual, report results daily, notify trends and over-runs.
  • Monitor contractor activity at a specified frequency to identify problem areas.
  • Prepare interim and final valuation of payment for the contractor service as agreed & approved as per Contract terms. Prepare valuation certificate and necessary approval letters for various approving authorities as per FAL/FDOA
  • Administer the Contract and regularly liaise with Contract department and cost Service department for clarifications to bring clarity while executing the Contract and monitor issue of the contract, service orders and amendments.
  • Responsible for entering all Time Data in SAP for manpower as necessary or maintain record for payment of Field labour , plant & equipment and other contractual services provided by Turnaround Contractor.
  • Prepare planned cost and man-hour during execution phase, compare with actual and report daily basis during turnaround execution period.
  • Prepare final Comprehensive Cost report with all details of expenditure for Turnaround Managers report.
  • Prepare commercial and contractual documentation required for the internal audit team including answering the queries on contract philosophy and commercial matters pertaining to TA contract and service orders. Others:
  • Safeguard own Health and Safety, as well as that of the fellow employees, by paying attention to safe work practices, maintaining a safe work environment, and complying with applicable HSE requirements.
  • Take action to INTERVENE and STOP any un-safe activity or non-compliance with HSE requirements, if witnessed and report the incident – regardless of your position or that of the transgressor. Generic Accountabilities Supervision
  • Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.

  • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices. Reports

  • Has regular contact with ADNOC GAS Contract Department
  • Has regular contact with Contractor’s Cost and Contract Administrator and Core Team Leader and other Management and Core Team staff.
  • Has regular working relations with Cost services, Insurance Department, Legal Department, and Internal Audit department. External
  • Has frequent contact with Turnaround Contractor and Sub-Contractors, manpower call-of contract agencies, OEM agencies and suppliers.
