Job Summary

The Manager, Payments leads the day-to-day operation of the national payment rail and scheme operated by NPICTT, translating the Chief Payment Officer’s strategy and scheme rules into reliable, secure and compliant operational delivery. The role has operational management responsibility for the two functions through which the national rail runs — Transaction Operations, which processes and monitors payments across the scheme’s channels, and Settlement and Reconciliation, which settles and reconciles those payments — and coordinates their work with the Company’s technology, risk, compliance and finance functions and with the participants and partners of the national scheme.

As the senior operational manager beneath the Chief Payment Officer, the Manager, Payments is a principal day-to-day point of contact for participant financial institutions, payment service providers, Ministries and agencies, Treasury and the Company’s technology partner on operational matters, and represents the Company as the operator of shared national infrastructure rather than as a customer of it.

The role is accountable for operational performance, service continuity, incident management and continuous improvement across the national rail. Main Responsibilities National Payment Operations Leadership and Coordination

  • Lead and coordinate the day-to-day operation of the national payment rail and scheme across its channels — the 868Pay real-time scheme, the Government payment channel, and the acceptance and disbursement services that depend on them.
  • Provide operational management and direction to the Head, Transaction Operations and the Head, Settlement and Reconciliation, and ensure the two functions operate as one coherent processing-to-settlement pipeline.
  • Ensure operational alignment and effective coordination between the payments function and the Company’s Technology Operations, Systems Integration, Risk, Compliance and Finance functions.
  • Translate the scheme rules, standards and service levels set by the Chief Payment Officer into operational procedures, run-books and controls, and ensure they are applied.
  • Support the operational readiness and rollout of new payment services, scheme enhancements and participant onboarding onto the national rail.
  • Coordinate the operational onboarding of participant financial institutions, payment service providers, Ministries, agencies and merchants. Operational Performance and Service Delivery
  • Own operational performance across the national rail — availability, transaction success, latency and throughput — against defined national service levels, and act on adverse trends.
  • Ensure payment services are delivered to established service standards and to citizen and participant expectations.
  • Identify operational bottlenecks, process inefficiencies and service issues, and drive corrective action.
  • Support operational planning, workload management and resource coordination across the two functions.
  • Maintain operational readiness, business continuity and service recovery for the national rail. Incident Management, Risk and Compliance
  • Lead operational incident management for the national rail and coordinate cross-functional resolution of systemic and service-affecting incidents, including those involving participants and partners.
  • Monitor operational risk, processing exceptions, control weaknesses and service incidents across the payment environment.
  • Ensure compliance with scheme rules, operational controls, regulatory requirements and governance standards.
  • Support fraud monitoring, operational-risk mitigation, audit readiness and compliance monitoring.
  • Escalate material operational risks, systemic incidents, control breaches or compliance concerns to the Chief Payment Officer, and support escalation to the regulator where required.
  • Support responses to audits, regulatory reviews and operational assessments. Stakeholder and Ecosystem Coordination
  • Serve as a principal day-to-day operational contact for participant banks and payment service providers, Treasury, the Central Bank on operational matters, the Company’s scheme technology partner (NIPL), and Ministries and agencies.
  • Represent the Company operationally as the operator of shared national infrastructure, coordinating operational engagement across the ecosystem.
  • Provide operational coordination for onboarding, integration, settlement configuration and service transition.
  • Support stakeholder communication and operational issue resolution, and maintain operational records, incident logs and documentation. Reporting, Process Improvement and Operational Efficiency
  • Prepare consolidated operational reporting, service-performance summaries and dashboards for the Chief Payment Officer and executive leadership.
  • Monitor operational metrics and trends to support performance management and decision-making.
  • Drive operational efficiency, process optimization, automation and continuous improvement across the national rail.
  • Identify opportunities to improve processing efficiency, operational controls, service quality and citizen experience.
  • Support the development and maintenance of operational procedures and standards, and perform other related duties in support of departmental and organizational objectives.

Requirements

Person Profile The ideal candidate is a highly organized and results-oriented payments-operations professional with experience managing payment operations, transaction-processing environments or financial-services operations, ideally within a payment scheme, switch, real-time rail, bank or payment service provider operating at scale.

The individual possesses strong operational-management, coordination, stakeholder-engagement, problem-solving and performance-monitoring capabilities, with the ability to manage multiple operational functions in a fast-paced and highly regulated national environment. The successful candidate demonstrates sound knowledge of payment operations, service delivery, operational controls, compliance requirements and transaction-processing environments, together with strong leadership, communication and process-improvement skills and the ability to coordinate cross-functional teams and resolve operational issues.

Academic Qualifications and Experience Academic Qualifications

  • A Bachelor’s degree in Business Administration, Finance, Banking, Accounting, Information Systems, Operations Management or a related discipline from a recognized institution.
  • A Master’s degree in Business Administration, Finance, Operations Management or a related field is considered an asset. Professional Certifications (preferred)
  • Certification in payments, banking operations, financial services or treasury operations.
  • Certification in project management, operations management, risk management or IT service management.
  • Certification in anti-money-laundering, fraud management, cybersecurity or governance frameworks. Experience
  • A minimum of three (3) to five (5) years in a supervisory or management role overseeing operational teams or payment functions.
  • A minimum of seven (7) to ten (10) years in payment operations, banking operations, financial services, transactions processing or a related operational environment.
  • Experience within a payment scheme, switch, real-time rail, bank or payment service provider operating at scale is strongly preferred.
  • Demonstrated experience managing operational processes, service delivery and transaction processing, and coordinating incident management, onboarding and stakeholder engagement.
  • Strong understanding of payment operations, operational controls, reconciliation processes and compliance requirements, with proven ability to work in high-volume, fast-paced and highly regulated environments.
