ACG_3715_JOB Our client, a leading company in financial services sector in Vietnam, is looking for a qualified candidate to join their firm. Lead the establishment, implementation, and continuous enhancement of the Company’s Risk Management Framework as the overarching framework for managing material risks. Submit the framework to the Company’s Board of Directors for approval and ensure alignment with the business model, regulatory requirements, and the Group’s risk management principles and standards.
Lead the development, review, and ongoing monitoring of the Company’s Risk Appetite Statement, risk limits, and early-warning systems for material risks. Ensure that risk exposures are measured and that appropriate control and remediation measures are developed, monitored, and reported in a timely manner. Lead the development and implementation of the Company’s risk governance model, including the Three Lines of Defence, risk committee or council governance, escalation mechanisms, risk reporting structures, and coordination with the Group Risk function.
Oversee the identification, assessment, monitoring, and reporting of material risks arising from the Company’s current and planned business activities, including crypto-asset trading market services, proprietary trading, custody and asset protection, and asset tokenisation or issuance-related services. Regularly assess the effectiveness of risk management policies, regulations, processes, risk appetite, and risk limits, and propose revisions to the Board of Directors when necessary.
Report to the Board of Directors on the status of risk management activities and recommend risk mitigation measures or solutions in coordination with relevant stakeholders. Review risk reports prepared by risk functions before they are submitted to senior management. Provide independent oversight and challenge risk assessments relating to new products, services, platforms, material process or technology changes, and strategic initiatives.
Lead the implementation of core risk management tools and programmes, including Risk and Control Self-Assessment, risk incident and loss-data collection and analysis, issue and action tracking, scenario analysis, stress testing, business continuity risk oversight, and control-readiness assessments. Build and promote a sound risk culture throughout the Company and lead the Risk Management function.
Define the risk governance structure, roles and responsibilities, capability requirements, and coordination mechanisms with relevant internal and Group stakeholders. Direct risk functions to work closely with the Compliance function and other relevant stakeholders to ensure the effectiveness and efficiency of the established risk management frameworks.
Make and approve risk management decisions within the delegated authority of the Head of Risk Management as authorised by the Board of Directors. For material risk management matters, seek input from the relevant Board and the Group Chief Risk Officer, where applicable, before exercising delegated authority, in accordance with the Group Governance Framework and applicable delegation-of-authority requirements.
Requirements
Bachelor’s degree or higher in Finance, Economics, Risk Management, Information Technology, Computer Science, Data Science, Fintech, or a related discipline. At least 10 years of relevant experience in risk management, enterprise risk management, or risk governance within financial services, fintech, securities, trading platforms, payment services, digital banking, crypto or digital asset businesses, or consulting.
This experience should include a risk leadership position involving the management of a diverse team of risk professionals across multiple risk disciplines. Strong understanding of enterprise risk management principles, risk governance, Risk Appetite Statements, risk limit frameworks, risk taxonomies, the Three Lines of Defence model, risk reporting and escalation, stress testing, and leading risk management tools.
Solid knowledge of the key risk areas relevant to crypto-asset exchange operations, including market risk, liquidity risk, operational risk, technology and cybersecurity risk, custody and customer asset protection risk, third-party risk, compliance risk, anti-money laundering risk, and reputational risk. Strong strategic thinking, business acumen, and risk-control capabilities, with the ability to balance business growth, regulatory requirements, customer protection, and prudent risk management.
Excellent stakeholder management, communication, and presentation skills, with the ability to engage effectively with the Board of Directors, executive management, regulatory authorities, business functions, technology teams, and external partners. Professional proficiency in English, with the ability to communicate and collaborate effectively with both domestic and international stakeholders.
Preferred Qualifications
Experience working for or advising digital asset exchanges, trading platforms, fintech companies, securities firms, payment companies, custody infrastructure providers, blockchain companies, or other regulated financial institutions. Experience establishing or scaling a Risk Management function, Enterprise Risk Management Framework, Risk Appetite Statement, risk committee governance structure, risk reporting framework, or go-live control readiness programme from an early stage.
Experience in a 24/7 operating environment involving trading, digital assets, financial market infrastructure, brokerage, payment services, or technology-driven operations. Professional certifications in risk management, finance, internal audit, information systems audit, cybersecurity, information security, business continuity, or other relevant risk, audit, technology, or financial market disciplines.
