Summary of the Role The Tender Manager is responsible for leading, managing, and executing all tender-related activities for Terumo Thailand across public and private healthcare sectors. This role ensures full compliance with local regulations, company policies, and customer requirements while maximizing commercial success, profitability, and win rates.
The Tender Manager acts as a strategic partner to Sales, Marketing, Regulatory, Finance, and Supply Chain teams. Key Functions / Responsibilities Lead the tender management team in preparing, submitting, and tracking tenders in compliance with regulatory and company requirements. Collaborate with internal stakeholders (Commercial, Finance, Regulatory) to ensure tender requirements are fully understood and addressed.
Work closely with distributors (4PL and Full Distributorship partners) to coordinate tender document support, submission accuracy, and tracking of tender outcomes. Manage tender documentation, supporting materials, and approvals to guarantee completeness, accuracy, and compliance. Track and monitor tender performance from direct and distributor channels, ensuring timely submission and adherence to agreed standards.
Establish processes to review tender outcomes, identify gaps, and drive continuous improvement in competitiveness and compliance. Provide visibility to leadership on tender pipeline, performance metrics like Win/Loss Ratio Tracking, and risk areas. Keep record and monitor tender awarded contract. Technical / Functional Competencies
- Tender Management & Compliance Excellence Strong knowledge of tender processes in public and private healthcare sectors, including bid preparation, submission, evaluation criteria, and contract management Deep understanding of regulatory requirements, compliance standards, and governance in tender participation Ability to ensure accuracy, completeness, and timeliness of tender documentation and submissions
- Stakeholder & Cross-Functional Coordination Proven ability to collaborate effectively with Sales, Regulatory Affairs, Finance, Supply Chain, and distributors to deliver successful tender outcomes Strong stakeholder management and influencing skills to align multiple parties under tight timelines Experience working with distributors (incl. 4PL / full distributors) to ensure submission quality and tracking
- Commercial & Analytical Acumen Strong capability to analyze tender requirements, pricing structures, and commercial conditions to maximize win rates and profitability Ability to track and monitor tender performance (e.g., win/loss ratio, pipeline visibility) and provide actionable insights Risk assessment capabilities in tender participation and contract commitments
- Process Optimization & Documentation Management Strong process orientation with ability to establish, standardize, and improve tender workflows High attention to detail in managing tender records, contracts, and audit trails Continuous improvement mindset to enhance competitiveness and compliance
- Communication & Negotiation Effective communication (written & verbal) for preparing tender documentation and coordinating clarifications with stakeholders Strong negotiation and problem-solving skills to manage issues during tender submission and award stages
- Digital & Reporting Skills Proficient in Microsoft Excel and PowerPoint for tender tracking, reporting, and performance analysis Experience using systems/tools to manage tender pipelines, documentation, and reporting Education & Experience Bachelor’s degree in Business Administration, Supply Chain, Logistics, Healthcare Management, or related field (Master’s degree is an advantage) Minimum 8–10 years of experience in tender management, commercial operations, or supply chain, preferably within the medical device or healthcare industry Proven experience managing end-to-end tender processes (preparation, submission, follow-up, and contract execution) Strong knowledge of public procurement processes and healthcare tender regulations Experience working with distributors and 4PL partners in tender execution and order fulfillment Demonstrated ability to work in cross-functional environments with multiple stakeholders Experience in pricing coordination, contract management, and compliance monitoring Strong analytical skills with attention to detail and risk awareness Leadership or team coordination experience (direct or matrix structure preferred) Note to External Recruitment Agencies: Terumo does not recognize candidate submissions from any recruitment agencies and will not be responsible for payment of any recruitment fees due to the hiring of candidates whose resumes were submitted to Terumo employees or offices without the recruiting team's acknowledgement.
