Submission Deadline: 23:59 EST, Friday, October 16, 2026 BACKGROUND: Global Support and Development (GSD) is a humanitarian organization aiming to work with regional, national, and local communities across the Caribbean, Central America, and South Pacific for resilience to crises through rapid response, disaster preparedness, and climate adaptation.
PURPOSE OF CONSULTANCY / OBJECTIVE: The Office of Disaster Management (ODM) in Dominica has requested GSD’s support on key preparedness priorities relating to Emergency Telecommunications (ETC) to address critical infrastructure vulnerabilities caused by the island’s rugged, mountainous terrain. The objective of this engagement is to secure an experienced ETC Contractor (Individual or Firm) to transition Dominica to operational readiness over a six-month period.
The Contractor will work closely with the ODM technical lead to execute system implementation, commissioning, configuration, site hardening, and testing across the island to ensure robust and resilient emergency communications for government entities, emergency response teams, and local communities. This will be further updated during the inception phase. Scope of Work (SOW): A clear and detailed breakdown of the work that will be performed and the specific deliverables that will be provided based on your understanding of the project. Proposed Timeline/Schedule: A schedule with key milestones and deadlines for the project's completion. Financial Requirements Budget and Pricing: A detailed breakdown of all costs associated with the project. This should include itemized lists for labor, materials (noting that GSD will be responsible for procurement of the necessary emergency telecommunications equipment), and other expenses.
