Purpose of position The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will establish and manage effective systems to track project performance, strengthen data quality, support accountability to participants, and document learning. The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the operationalisation and continuous strengthening of the E-Mobility Project MEAL system, ensuring credible evidence on implementation, outputs, outcomes and contribution to intended change.
The role will ensure alignment with the approved DGBP/DANIDA Project Document and Results Framework, donor requirements, LM International MEAL and AAP standards, relevant organisational indicators and strategic results frameworks. The Officer will support the E-Mobility Project Manager with work planning, results reporting, RBC monitoring, partner-assessment follow-up and compliance tracking.
The role will prioritise the evidence and follow-up needed to achieve and demonstrate delivery against the project’s remaining 2026 targets and its 2027 workplan. Main areas of responsibility
- Monitoring & Results Management Operationalize and maintain the project results framework, indicator definitions, MEAL plan and reporting calendar in line with approved project documents and donor requirements. Review and validate existing baseline information, indicators, targets and data sources; identify gaps and coordinate corrective action. Develop and maintain indicator reference sheets/protocols defining indicator methodology, calculation, data sources, frequency, responsibilities, disaggregation and verification requirements, with particular attention to technically complex outcome and impact indicators. Develop and maintain practical data-collection tools, an indicator tracker and a project performance dashboard. Conduct monitoring visits and verify reported results against supporting evidence. Work with the Project Manager, Savings and Loans Officer and partners to identify implementation delays and follow up agreed actions.
- Data Quality & Reporting Establish consistent procedures for collecting, validating, storing and retrieving project data. Undertake routine data-quality checks and support partners to address identified weaknesses. Prepare timely MEAL inputs for project reports, management reviews and donor reporting. Maintain an organised evidence repository with appropriate access controls and protection of personal information.
- RBC and Project Management Support Translate the approved RBC guidelines and workplan into a practical monitoring and follow-up tracker. Support the Project Manager to monitor RBC milestones, year-end targets, responsibilities and supporting evidence. Maintain consolidated trackers for project actions, risks, reporting deadlines and compliance requirements.
- Suggested rewording: Monitor key results-framework assumptions, contextual changes and project risks that may affect outcome achievement, and integrate findings into performance analysis, learning and management review Coordinate follow-up on overdue actions and escalate delivery risks to the Project Manager.
- Accountability & Learning Support timely, accessible and appropriate information-sharing with participants on project activities, eligibility/commitments, feedback channels and relevant results. Promote meaningful participation of project participants and stakeholders in monitoring, reflection and programme improvement, with particular attention to women, youth, persons with disabilities and other underserved groups. Strengthen accessible and inclusive participant feedback and complaints mechanisms. Ensure feedback is systematically recorded, analysed, referred, responded to and closed, and that feedback trends inform management decisions and programme adaptation. Monitor feedback trends and track responses, referring sensitive complaints through established safeguarding procedures. Facilitate periodic reflection sessions and document lessons, implementation challenges and agreed improvements. Develop and maintain a project learning agenda/learning plan with priority learning questions linked to the project results logic, implementation challenges, inclusion, livelihoods, RBC and e-mobility outcomes. Produce evidence-based learning products and case studies using appropriate consent procedures.
- Partner Assessments & Compliance Follow-up Verify the documentation status of WRA and Green Hub assessments with the responsible colleagues. Track outstanding management responses and corrective action plans, with named owners, deadlines and closure evidence. Support the filing of final assessments and associated documentation on Lime in accordance with organisational procedures. Monitor implementation of agreed corrective actions and flag unresolved issues.
Qualifications
and Requirements Bachelor’s degree in monitoring and evaluation, statistics, development studies, social sciences, economics or a related field. At least three years of relevant experience in MEAL for development programmes. Demonstrated experience with MEAL frameworks, indicator tracking, quantitative and qualitative data collection, data verification and reporting.
Working knowledge of data protection requirements, including the Uganda Data Protection and Privacy Act 2019. Strong spreadsheet skills and experience using digital data-collection tools. Experience working with implementing partners and supporting their reporting capacity. Strong analytical, organisational and written communication skills.
- Demonstrated ability to analyse quantitative and qualitative data and translate findings into actionable management insights. Understanding of participant accountability, safeguarding, inclusion and responsible data handling. Ability to undertake field travel and work collaboratively across functions. Desirable Experience in livelihoods, financial inclusion, savings and loans, sustainable mobility or private-sector development. Familiarity with responsible business practices, partner due diligence and compliance follow-up. Experience with donor-funded projects and dashboard or data-visualisation tools.
