Director of Facilities and Safety New River Community and Technical College Position Type: Non-Classified | FTE: 1.0 | Scheduled Hours: 37.5 per week Lead the Facilities, Safety, and Security Operations of a Growing College New River Community and Technical College is seeking an experienced and highly capable Director of Facilities and Safety to provide strategic and operational leadership for the College’s facilities, maintenance, safety, security, emergency preparedness, risk management, and fleet operations.
This is a highly visible leadership role responsible for helping ensure that College facilities are safe, functional, well-maintained, and prepared to support students, employees, visitors, and the College’s educational mission across all campuses and sites. The Director will lead day-to-day facilities and safety operations while also contributing to long-term facilities planning, capital improvements, construction and renovation projects, emergency preparedness, institutional security, and continuity of operations.
The position requires sound judgment, strong problem-solving skills, effective communication, and the ability to respond confidently to complex and time-sensitive situations. This is an essential position to College operations, reporting to the Chief Financial Officer and requires availability to respond to emergencies and operational needs outside normal business hours, including during inclement weather and other emergency conditions.
What You’ll Do Lead Facilities and Maintenance Operations Provide leadership and direction for facilities, maintenance, custodial, grounds, central plant, and related operations. Oversee the maintenance and safe operation of College buildings, grounds, equipment, infrastructure, and utility systems. Establish and continuously improve maintenance standards, procedures, work methods, and preventive maintenance practices.
Conduct facility and infrastructure inspections and establish short- and long-term priorities for repairs, improvements, and preventive maintenance. Partner with the Vice President for Finance and Facilities on facilities planning, capital improvements, construction, renovation, modernization, and infrastructure projects.
Help identify and procure appropriate maintenance equipment, tools, supplies, and resources. Monitor facilities operations and projects to promote efficient use of College resources while minimizing disruption to College operations. Champion Safety, Security, and Emergency Preparedness Coordinate institutional safety and security functions across all College campuses and locations.
Promote compliance with College safety procedures, applicable laws and regulations, and recognized safety practices. Provide leadership for security personnel, including staffing, training, assignments, performance expectations, and operational procedures. Develop, implement, evaluate, and maintain security and emergency response procedures in collaboration with College leadership, law enforcement, and emergency response agencies.
Serve as a primary institutional resource during emergencies and coordinate response activities designed to protect students, employees, visitors, facilities, and College assets. Maintain strong working relationships with local, state, and other law enforcement and emergency response agencies. Coordinate training and responsibilities for members of the College’s Crisis Response Team.
Monitor security conditions across College locations and review and respond to incident reports. Maintain and periodically update the College Emergency Response Manual, emergency flip charts, and other emergency preparedness resources. Chair the Safety/Loss Committee and coordinate follow-up on identified safety and risk-management concerns.
Review employee, student, and visitor injury and incident reports, identify trends, and recommend corrective or preventive measures. Maintain the College’s Daily Crime Log and coordinate required crime statistics and reporting in accordance with the Clery Act and other applicable requirements. Coordinate institutional safety communications and awareness activities, including emergency and relevant public health information.
Coordinate environmental health and safety activities and serve as an institutional resource for safety and compliance matters. Strengthen Risk Management and Loss Prevention Respond to West Virginia Board of Risk and Insurance Management (BRIM) loss-prevention and loss-control recommendations. Implement appropriate measures to address identified deficiencies and strengthen institutional risk management.
Complete required BRIM renewal, loss-control, and related risk-management questionnaires and reports. Identify opportunities to reduce institutional risk and improve the safety and security of College operations. Oversee College Fleet Operations Provide leadership for the College’s fleet management program. Oversee the acquisition, assignment, utilization, maintenance, repair, decommissioning, and disposition of state vehicles in accordance with applicable policies and procedures.
Provide Institutional Leadership The Director serves as a key operational leader and advisor on complex and non-routine matters involving facilities, safety, security, emergency response, risk management, and continuity of operations. The successful candidate will: Exercise considerable independent judgment in addressing complex operational challenges.
Develop practical solutions to facilities, safety, security, and operational issues. Make recommendations with broad implications for College operations and institutional strategy. Collaborate effectively with College leaders, deans, directors, employees, external agencies, contractors, and community partners. Travel between College campuses and sites as needed.
Maintain current knowledge of facilities management, safety, emergency preparedness, security, risk management, fleet administration, and applicable regulatory requirements. Participate in professional development and relevant professional organizations. What We’re Looking For The ideal candidate is an experienced facilities and safety professional who combines strong operational knowledge with leadership, sound judgment, and a commitment to maintaining a safe and effective learning environment.
Required Qualifications Education: Bachelor’s degree in engineering, safety, management, or a related field. Experience: At least four years of related professional experience, including: Experience supervising or managing maintenance operations; and Experience in safety and security. A combination of education and recent, related experience equivalent to the stated requirements may be considered.
Preference may be given to candidates with related experience in higher education. Additional Requirements: Valid driver’s license and ability to travel between College campuses and sites. Working knowledge of industry standards, procedures, and practices related to facilities and trades, including heating and air conditioning, plumbing, electrical systems, carpentry, and related areas.
Proficiency with Microsoft Word, Excel, and other common office technology. Ability to work effectively with deans, directors, administrators, employees, and external partners.
