About the role

The Lead – Government Schemes & Convergence will be responsible for identifying relevant Central and State Government schemes and converting them into actionable implementation opportunities for RGF. This role is not a fundraising role, but a strategic government alignment role — ensuring that RGF programs are structured, positioned, and executed in alignment with applicable government schemes to maximize institutional leverage and impact.

What you’ll do:

  1. Government Scheme Mapping & Intelligence
  • Continuously track relevant Central and State government schemes.
  • Analyze scheme guidelines, eligibility norms, financial structures, and compliance requirements.
  • Develop a live repository of schemes aligned with RGF focus areas.
  • Identify convergence opportunities across departments.
  1. Scheme-to-Program Translation
  • Work closely with RGF program teams to understand:
  • Field realities
  • Infrastructure needs
  • Beneficiary eligibility
  • Budget gaps
  • Translate government scheme provisions into actionable program designs.
  • Identify how existing RGF interventions can be structured to fit within scheme frameworks.
  1. Proposal Structuring & Technical Compliance
  • Collaborate with proposal writing team to:
  • Interpret scheme guidelines correctly
  • Ensure technical and financial compliance
  • Align budgets with government cost norms
  • Structure DPRs / Concept Notes as per government formats
  • Review proposals before submission for completeness and scheme alignment.
  • Ensure documentation and annexures meet government standards.
  1. Government Coordination & Approvals
  • Liaise with relevant government departments for clarifications and approvals.
  • Facilitate meetings, presentations, and follow-ups.
  • Support Mo. Us and formal convergence agreements.
  • Track file movement and ensure timely submission.
  • Implementation Readiness & Execution Monitoring
  • Ensure scheme-linked projects are execution-ready.
  • Coordinate with program teams for compliance requirements.
  • Track reporting deadlines and utilization certificates.
  • Identify operational gaps and escalate early.
  1. Maximizing Scheme Utilization
  • Ensure RGF takes full advantage of available scheme provisions.
  • Identify co-funding and convergence models where applicable.
  • Track fund release cycles and ensure follow-through. Key Deliverables Updated Government Scheme Intelligence Repository Scheme-aligned program structures Technically compliant government submissions Approved proposals under relevant schemes Strong inter-departmental convergence Timely reporting and compliance Requirements Skills and Qualifications Bachelor’s degree in business, Social Sciences, Public Policy, Development Studies, or a related field (MBA/advanced degree is a plus). 10+ years in program management, project management, strategy, operations, or similar roles. Nonprofit/foundation/CSR experience is a plus. Strong planning and budgeting ability (you can manage details without losing the bigger picture). Excellent stakeholder management — you can work smoothly across teams and with external partners. Comfort with monitoring, evaluation, and reporting (you know how to track outcomes and tell the story clearly). Ability to manage multiple workstreams and timelines with structure and follow-through. Calm, practical problem-solving — especially when things are ambiguous or moving fast.
