Position Summary
We are seeking an experienced HR Operations Head to lead and establish scalable HR operations, workforce administration, compliance, and mobility frameworks across data center projects. This role will oversee end-to-end HR operations for both permanent employees and outsourced workforce, ensuring compliance with local labor regulations, operational excellence, and consistent employee experience.
The successful candidate will partner closely with business leaders, project teams, Legal, Compliance, Finance, Procurement, Global HR Team and external vendors to build a high-performing and compliant HR operation that supports rapid business expansion.
Key Responsibilities
HR Operations & Governance Lead and standardize HR operations across data center projects. Develop HR policies, SOPs, and operational frameworks to support business growth. Ensure consistent HR service delivery and operational excellence across multiple locations. Drive continuous improvement and automation of HR processes and systems.
Workforce Administration & Outsourcing Management Oversee the administration of both permanent employees and outsourced workforce. Establish governance and operating models for outsourced personnel across multiple countries. Manage outsourcing vendors, service quality, workforce planning, and contract compliance. Ensure onboarding, offboarding, documentation, and employee records are maintained accurately.
Compliance & Employment Governance Ensure HR operations comply with local labor laws, employment regulations, PDPA/privacy requirements, and internal policies. Partner with Legal and Compliance teams on employment contracts, vendor agreements, NDAs, consent forms, and workforce governance. Oversee background verification processes and vendor management.
Support internal and external audits related to HR operations and employment compliance. Mobility & Immigration Oversee visa, work permit, relocation, and immigration processes for expatriates and regional employees. Ensure compliance with local immigration requirements and employment eligibility. Partner with external agencies and government authorities on mobility matters.
HR Systems & Employee Lifecycle Oversee HRIS administration, employee data integrity, and operational reporting. Coordinate with global HR team to drive HR process automation and dashboard development to improve operational visibility. Ensure efficient management of onboarding, employee changes, payroll coordination, and offboarding activities.
Vendor & Stakeholder Management Manage relationships with outsourcing partners, payroll providers, background verification vendors, immigration agencies, and other HR service providers. Work closely with Finance, Procurement, Legal, PMO, and project leadership to ensure smooth workforce operations. Establish vendor governance, service level agreements (SLAs), and performance monitoring.
Team Leadership Lead and develop the HR Operations team across projects. Coach and mentor HR professionals while building scalable operational capabilities. Drive a culture of accountability, collaboration, and continuous improvement.
Requirements
Mandatory Requirement Bachelor's degree in Human Resources, Business Administration, Law, or related field. 15-17 years of progressive HR Operations experience, with at least 5 years in a leadership role. Strong knowledge of HR operations, employment administration, payroll coordination, mobility, and workforce compliance.
Experience managing outsourced workforce and third-party vendors. Experience supporting regional or multinational operations. Strong project management and process improvement capabilities. Excellent stakeholder management and communication skills. Fluent English communication skills. Experience managing both permanent and outsourced workforce across multiple countries. Strong knowledge of labor law compliance, PDPA/privacy requirements, and workforce governance. Experience with visa/work permit administration, employee mobility, and regional relocation. Experience managing HRIS, process automation, and HR operational dashboards.
Experience working closely with Legal, Procurement, Finance, and Compliance teams in a matrix organization. Experience managing outsourcing vendors, payroll providers, and background verification partners. Willingness to travel regularly across project locations within the region.
