Title : Government Finance & Pricing Manager Reports to: Chief Financial Officer Location: North Sioux City, SD Job Description : The Government Finance & Pricing Manager will serve as a key financial and business partner supporting Sterling’s growing government business. The position will work across Finance, Contracts, Bids & Proposals, Operations, and Program Management to strengthen government financial processes, develop competitive and sustainable pricing strategies, and provide financial insight that supports profitable business decisions.
The position will help build and improve the financial infrastructure needed to support Sterling’s continued growth in the government market.
Responsibilities
will include government proposal pricing, rate development, cost modeling, indirect rate and cost allocation analysis, financial forecasting, actual-to-proposed cost analysis, and other government specific financial requirements. The role will also support activities such as incurred cost submissions, DCAA related activities, contract payment schedules, and government financial compliance.
The Manager will partner with functional leaders to translate complex financial and government contracting requirements into practical processes and solutions. The role requires strong analytical and business judgment, an understanding of government contracting, and the ability to work across functional boundaries to improve financial visibility, reduce risk, and support scalable growth.
Job Requirements: Develop and support government proposal pricing, including labor estimates, indirect rates, cost models, pricing strategies, and financial analysis. Analyze actual costs and financial performance against proposed rates, assumptions, and budgets to identify trends, risks, and opportunities. Support the development and refinement of indirect rates and cost allocation methodologies.
Support government specific financial activities, including incurred cost submissions, DCAA activities, and related requirements. Support pricing and financial analysis for new business, recompetes, contract modifications, and other government opportunities. Develop financial forecasts, business cases, profitability analyses, and other financial models to support management decisions.

Establish standardized pricing methodologies, tools, and processes that improve consistency, efficiency, and scalability. Develop reporting and analytical tools that improve visibility into government business performance. Translate complex government financial and contracting requirements into practical business processes and recommendations.
Communicate financial analysis, recommendations, risks, and business impacts effectively to leadership and cross-functional stakeholders. Provide subject matter expertise and financial guidance while partnering across the organization without assuming operational ownership of individual departments.
Qualifications
Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field and/or equivalent experience. 10+ years of progressive experience in government finance, program finance, pricing, financial analysis, business operations, or a related discipline. Demonstrated experience supporting U.S. government contracting and government proposal pricing.
Experience with financial modeling, cost estimating, pricing strategy, and proposal development. Experience developing or working with indirect rates, cost allocation methodologies, or government financial processes. Working knowledge of FAR, CAS, TINA, DCAA requirements, and government cost principles. Demonstrated ability to analyze financial information and translate findings into practical business recommendations.
Demonstrated ability to work effectively across functional boundaries and influence stakeholders without direct authority. Strong written and verbal communication skills, including the ability to communicate financial concepts to non-financial audiences. Experience with incurred cost submissions, DCAA audits, REAs, or similar government financial activities preferred.
Experience in a government contractor, defense, aerospace, technology, professional services, or similarly complex business environment preferred.
