Agrokredit u themelua në vitin 1999 nga qeveria shqiptare me emrin “Fondi i Financimit të Zonave Malore – FFZM” si një institucion jo fitimprurës. Ky fond kishte si qëllim të mbështeste zhvillimin ekonomik në zonat malore dhe rurale. Në vitin 2002, FFZM u transformua në një Institucion Financiar Jo Bankë, duke u pozicionuar si një aktor i rëndësishëm në financimin e ekonomive lokale.
