About European Centre of Excellence for Civilian Crisis Management
The European Centre of Excellence for Civilian Crisis Management (CoE) is a member-based association located in Berlin. Established in 2020 by the German Federal Foreign Office, we support our 25 members (EU Member States) to strengthen their national systems, structures, and processes so that they can better contribute to EU civilian crisis management. EU civilian crisis management refers to the actions and measures taken by the EU to manage and address crises and conflicts abroad in a civilian capacity. This includes the deployment of civilian personnel, supporting capacity building, providing expertise and resources, and coordinating with other international actors. Within the framework of civilian crisis management is civilian CSDP, the civilian dimension of the EU's Common Security and Defence Policy. The most prominent tool of civilian CSDP is EU civilian crisis management missions, of which there are currently 12 in action. Adopted by all EU Member States in May 2023, the Civilian CSDP Compact outlines 20 commitments to enhance the effectiveness of these missions, including increasing the number of seconded personnel, strengthening women's participation, and improving the availability and quality of training. The CoE works with its members, and the European External Action Service (EEAS) in Brussels as preferred partner, to help implement the commitments outlined in the Civilian CSDP Compact and to strengthen EU civilian crisis management more broadly. We do this through offering tailored advice and expert support, as well as serving as a forum for informal exchange, hosting workshops and events to enable actors within civilian crisis management to come together and informally discuss relevant topics.
