About General Council of Winnipeg Community Centres

The Community Centre model in Winnipeg is unique from other Canadian cities. While the Community Centre facilities and grounds are owned by the City of Winnipeg, each is governed and operated by a group of volunteers with a community-elected Board of Directors. The City of Winnipeg provides an annual operating grant to cover basic maintenance and utilities expenses, while the Community Centres are responsible for covering other costs including staffing, programming, capital improvements and equipment. GCWCC’s primary role is to act as a central resource for the City’s sixty-three Community Centres; to provide leadership support for volunteers to allow them to provide programs and a central meeting place for their communities. GCWCC’s Vision Statement is to lead and guide Winnipeg’s unique volunteer-based Community Centre model into a strong and vibrant future. GCWCC’s Mission Statement is to provide leadership and guidance to volunteers to develop and sustain Community Centres for the citizens of Winnipeg Formed in 1971, GCWCC provided a central council where Community Centre representatives could meet to discuss issues amongst themselves and with City of Winnipeg administration. It was at this time that the thirteen autonomous municipalities and the City of Winnipeg were amalgamated into Unicity. The Community Centres were organized into six (and later, five) district areas, each with a District Community Centre Board that would meet monthly.
