About Grigorescu Partners

Energy projects in Romania rarely fail because of technology. They fail when regulation, grid access, permitting and financing do not align. Turning a project from a promising term sheet into a functioning asset connected to the grid requires more than legal knowledge. It requires someone who understands how the system actually works, how regulators think, how the grid operator operates, where the bottlenecks are and how to move around them. That is what Grigorescu & Partners is built for. I’m Horia Grigorescu, Managing Partner of the firm. Before founding this practice, I served as CEO of one of Romania’s largest public companies, where I led a full operational and financial turnaround. I later became Chief Legal Officer at a leading energy compnay, where I lead the team that secured state aid approval for the first BESS manufacturing facility in the region. Earlier in my career I worked at Ernst & Young and Deloitte. That path, Big4 advisory, corporate C-suite leadership and now private practice, shapes how we work. We do not approach matters as isolated legal questions. We look at the full picture: the project, the investment thesis, the regulatory constraints and the commercial outcome the client is trying to achieve. A twenty-page legal opinion that does not tell you how to move your project forward tomorrow is useless. We do not write those. Instead, we work with international investors, developers and project companies on the legal and regulatory issues that determine whether a project actually gets built: 📌 Permitting, land and grid connection (ATR) for solar, wind and BESS projects 📌 PPA and offtake structuring 📌 Energy M&A and joint ventures 📌 EPC and construction contracts 📌 ANRE licensing and regulatory strategy 📌 Tax disputes and high-stakes litigation No unnecessary layers. No juniors learning on your budget. We measure success by whether your project reaches the grid and your transaction closes.
