About Institutul de Stat pentru Testarea şi Înregistrarea Soiurilor

The State Institute for Testing and Registration of Varieties (I.S.T.I.S.) is the national authority in the field of examination of new plant creations, in order to be registered in the Official Catalog of the varieties of crop plants in Romania. The registration of varieties of agricultural and horticultural species in the National Official Catalog allows their cultivation and commercialization in the territory of Romania and of the Member States of the European Union. I.S.T.I.S. is established on the basis of Law no. 57/1997, by reorganizing the State Commission for Testing and Approval of Varieties, established on the basis of HCM 3726/1953. The Institute operates at its base on Law nr. 266/2002 republished, as an institution of public interest, financed from subsidies from the state budget and own incomes for capital, material and personnel expenses, and at the same time, it realizes budgetary revenues by capitalizing on the obtained products. The State Institute for Variety Testing and Registration is the only specialized body of the M.A.D.R. and is responsible for the technical examination of the Romanian and foreign varieties for which registration is required in the Register of varieties and in the official Catalog of varieties. Registering a variety means decades of work done for the benefit of the community, studying all varieties of plants created by Romanian or foreign research, without which no hectare of land can be cultivated in Romania. The varieties registered in the Official Romanian Catalog are sent to the European Commission (DG SANCO) for registration in the Common Catalogs of the European Union, which allows them to be marketed throughout the EU. These varieties are sent for registration and in the List of Eligible Varieties for the Certification of Seeds, published by the Organization for Economic Cooperation and Development (OECD).
