The Iowa Communities Assurance Pool (ICAP) is a group self-insurance program for Iowa public entities. Since its formation in 1986, ICAP has evolved to provide its members comprehensive property and casualty coverages, along with a wealth of risk management resources and services that are tailored to meet the exclusive needs of Iowa municipalities.
