The Puerto Rico Transportation Technology Transfer Center is part of the National network of 51 centers of the Local Technical Assistance Program of the Federal Highway Administration (FHWA). The vision of the LTAP Program is to “… improve the quality and safety of the surface transportation system through interactive relationships and information exchange…". The mission of the LTAP Program is to foster a safe, efficient, and environmentally sound surface transportation by improving skills and increasing knowledge of the transportation workforce and decision makers. The main goals of the Puerto Rico TTT Center are: 1. Transfer the significant findings and innovations of research studies conducted in Puerto Rico, the United States and abroad to local and state agencies in the Islands in concise format. 2. Train personnel in highway and transportation areas such as new construction, maintenance, inspection, and rehabilitation techniques, asset management, road safety, equity, resilience, and sustainability. 3. Provide technical assistance to local, municipal, and state transportation officials with new regulations and technology available to assist in the design, construction, programming, maintenance, safety, evaluation, analysis, and rehabilitation of transportation systems. 4. Serve as EDC Director and Technical Oversight during its implementation phase in PR and USVI. 5. Participate as an active member in the Puerto Rico State Transportation Innovation Council (STIC), a joint effort by FHWA and the state transportation department, as part of the EDC initiative, which helps to identify and deploy innovation that speeds up project delivery, increases safety for those on the nation's roadways and protects the environment.
