Shanghai Chengtou (Group) Co., Ltd., established in 1992, was formerly known as the Shanghai Municipal Urban Construction Investment and Development Corporation. In 2014, it was restructured into a limited liability company, wholly owned by the Shanghai State-owned Assets Supervision and Administration Commission. The group comprises 6 subsidiary groups (Chengtou Highway, Chengtou Water, Chengtou Assets, Shanghai Tower, Chengtou Environment, Chengtou Xingang), 2 listed companies (Chengtou Holdings, Shanghai Environment), 1 research institution (Chengtou Research Institute), as well as other entities such as Chengtou Laogang, Changxing Development Company, Changxing Qianwei Company, Chengtou Finance Company, and Chengtou Environmental Financial Services Company. It is a large state-owned enterprise group specializing in the investment, construction, and operational management of urban infrastructure. Since its inception, Shanghai Chengtou has focused on four major business sectors: bridges and roads, water services, environment, and property, ensuring the construction of major projects and the safe operation of the city. It has successfully completed the investment and construction tasks of over 300 major municipal projects, including the Yangtze River Tunnel and Bridge, Qingcaosha Water Source, Laogang Renewable Energy Utilization Center, and Shanghai Tower. The group operates 73% of the city's toll highways; its raw water supply capacity accounts for 98% of the city's total, with water production and sewage treatment capacities covering 75% of the city, and flood drainage capacity nearly 100% in the central urban areas outside Pudong. It handles 80% of the city's domestic waste transfer and 100% of medical waste transfer and disposal. By the end of 2023, the group's total assets were nearly 800 billion yuan, with a debt-to-asset ratio of 53%, and it currently employs over 17,000 people.
