About SHS Inc.

SHS Inc. is an independent Canadian consulting firm specializing in affordable housing development, public policy, and innovation in the housing system. For over 25 years, SHS has been at the heart of housing transformation in Canada. We see housing not just as a basic need but as a fundamental right, integral to individual and community well-being. SHS was established in 1999 through the merger of two long-standing consulting firms, The Starr Group and Christine Pacini & Associates. Our firm is widely recognized for our work in affordable housing development, successfully realizing over 5,000 affordable housing units across Ontario (over $1 billion in real estate), hundreds of housing studies, strategies, and innovation projects aimed at addressing housing needs across Canada. We draw from a wide range of services for each engagement, driven by our passion for tackling housing challenges and our clients’ unique goals and geographic contexts.
