The Howard League for Penal Reform is the world's oldest penal reform charity – a membership organisation that combines litigation, campaigning and policy work. Our overriding ambition is to move the dial on punishment away from cruelty and towards building a more humane and effective response to crime that provides justice to all and helps to reduce reoffending. All our work is based on high-quality research; on the experiences of our members who live, or have lived, in prison; on insights gleaned from people working in the criminal justice system; and on information provided in calls to our dedicated advice line for children and young adults in custody.
