About The Independent Panel for Pandemic Preparedness and Response

The Independent Panel for Pandemic Preparedness and Response is Co-Chaired by the Right Honourable Helen Clark and Her Excellency Ellen Johnson Sirleaf. The Independent Panel was originally established by the World Health Organization's Director-General following a May 2020 resolution by the World Health Assembly to review experience gained and lessons learned from the WHO-coordinated international health response to COVID-19. The Independent Panel began its work in September 2020, and delivered its main report titled "COVID-19: Make it the Last Pandemic" to the 74th World Health Assembly in May 2021. The Panel recommended transformative actions to secure leadership and accountability, adequate and sustained finance and equitable access to countermeasures to help ensure outbreaks could be identified and contained before becoming devastating pandemics. Since delivery of the main report, the Co-Chairs, several Panel members, advisors and members of the Secretariat have remained active, to continue to promote the Panel's recommendations. The Co-Chairs have published several follow-up reports. The most recent was published in June 2024 and is titled "No Time to Gamble: Leaders Must Unite to Prevent Pandemics."
