Position Overview

The National Alliance for Care at Home is hiring one position on our Policy, Quality, Regulatory, and Compliance team focused on Medicaid home and community-based services (HCBS) and home care policy. This role will be filled at either the Director or Vice President level, depending on the successful candidate’s experience.

The scope of responsibility, decision-making authority, and compensation differ by level, as described below. Candidates at any experience level within these ranges are encouraged to apply, and final title and level will be determined through the interview process.

Compensation

$185,000 to $200,000 annually Director level: $145,000 to $160,000 annually This role is a key contributor within the Policy, Quality, Regulatory, and Compliance (PQRC) team, working closely with the Chief Government Affairs Officer to advance policies that strengthen, support, and expand access to the broad array of home and community-based services (HCBS) available under Medicaid and private pay home care services.

This position is based in our Alexandria VA, office and we prefer candidates who currently reside in the Washington, DC metro area (DMV). We will also consider candidates located outside the region who are willing to relocate, or who can travel to the Alexandria office on a periodic basis (approximately two times [6 days] per month) to meet with the team and attend key meetings support in-person collaboration, stakeholder engagement and events as needed.

About the Role

Both levels serve on a cross-functional legislative, regulatory, research, and policy development team, working closely with the Chief Government Affairs Officer to advance policies that strengthen, support, and expand access to Medicaid HCBS and private-pay home care services. Both levels supervise one direct report, a State Policy Specialist.

At the Director level, this person will research and draft policy positions, testimony, and regulatory comments for review and delivery by the Chief Government Affairs Officer; support relationship-building with Congressional, CMS, and MACPAC contacts; and build toward independent representation of the Alliance at state association events as expertise develops.

At the Vice President level, this person will independently recommend Medicaid policy positions to the Board and Public Policy Advisory Committee; build and maintain direct relationships with Congressional staff, CMS officials, MACPAC commissioners, and state Medicaid agencies; and represent the Alliance directly through Congressional testimony, regulatory comment letters, and public advocacy forums.

Primary Responsibilities (Both Levels) Staff and support the Medicaid Advisory Council (MAC), including member recruitment, meeting scheduling, agenda development, and consensus building. Provide analysis of legislation and regulations affecting Medicaid HCBS and home care. Develop research and policy-focused white papers on Medicaid HCBS and home care.

Supervise and mentor the State Policy Specialist. Support state associations with state-specific Medicaid HCBS advocacy needs. Represent the Alliance at state association speaking engagements. Develop and deliver educational programming on Medicaid HCBS policy for members and partners. Build coalitions with organizations that share common policy views on Medicaid HCBS.

Required Qualifications Director Level Five to Eight (5-8) years of experience in healthcare policy and advocacy preferred. A background with Medicaid HCBS policy issues is highly preferred. Bachelor's degree in health administration, political science, public health, or related field required. MA in Public Policy, MPH, or JD a plus.

Vice President Level Eight or more (8+) years of experience in healthcare policy and advocacy preferred. A background with Medicaid HCBS policy issues is highly preferred, including direct interaction with CMS, state Medicaid agencies, and/or Congress. Bachelor's degree in health administration, political science, public health, or related field required.

MA in Public Policy, MPH, or JD preferred. Healthcare background and advanced knowledge of Medicaid HCBS policy affecting homecare and hospice. Key Competencies (Both Levels) A service-oriented focus on exceeding members’ expectations and delivering value. Excellent interpersonal and presentation, and writing skills. Demonstrated influencing skills and ability to collaborate with colleagues at all levels of the organization, including advising executive leadership and members.

Ability to build effective coalitions and engagement on advocacy issues. Strong project management skills to effectively deliver tasks and project deadlines. Demonstrated ability to contribute to cross-functional teams with various initiative leads (education, membership, policy, and others) to accomplish overall organizational goals.

Ability to work independently to manage multiple concurrent and complex projects and initiatives with different stakeholders across the Association. Excellent writing skills with the ability to effectively communicate information to diverse audiences.

Compensation

& Benefits This position is classified as a full-time, exempt position. At the VP level this role has a salary range of $185,000 to $200,000 annually to commensurate with related experience. At the Director level this role has a salary range of $145,000 to $160,000.
