Position Summary

The Cargo Vessel Planner is responsible for the safe and efficient planning, loading, discharge, and dispatch of cargo vessels, ensuring accurate cargo documentation, vessel stability, regulatory compliance, and operational integrity. This position develops and executes vessel stowage plans, monitors stability, trim, stress, and hazardous cargo requirements, coordinates with vessel and terminal personnel, manages vessel clearances and cargo reporting, and maintains vessel schedules to optimize utilization and minimize delays.

Essential Duties

& Responsibilities Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions. Independently develop pre-planning and detailed plans for each vessel, interpreting cargo data to optimize load and discharge using TOTE systems (Cargo Max, NAVIS N4, NAVIS XP, TIS, Cargo Wise).

Ensure and monitor vessel stability, stress, and trim calculations prior to, during, and at completion of operations for San Juan port calls, promptly directing adjustments of cargo placement, hazardous cargo segregation, and empty container placement as necessary for safety and operational purposes. Communicate plans with the Vessel Captain and Chief Mate.

Reconcile all TOTE vessel manifests with port stow plans to ensure integrity of data. Provide cargo manifests and/or bills of lading to all respective regulatory agencies as requested. Administer and prepare vessel clearances with U.S. Customs. Provide final cargo lists and reports for each vessel port call. Administer and prepare vessel clearances with U.

S. Customs in compliance with applicable regulatory obligations and communicate with government agencies for delivery authorization. Maintain the web portal with accurate discharge sequences for customer availability. Reconcile all port cargo in-bond entries to ensure all documentation is validated prior to release of in-transit cargo.

Communicate with Vessel Captains, Chief Mates, and Operations Supervisors. Assist with hazardous cargo manifests (DCM), update hazardous information, and release hazardous cargo to vessels for proper segregation and compliance with all Hazmat CFR regulations and procedures. Maintain vessel schedules and take corrective action to limit vessel delays while in port.

Develop, maintain, and modify vessel stowage documents and vessel utilization reports for San Juan port calls. Perform these same duties for other port calls as required. Attend vessels during San Juan port calls and coordinate shoreside marine services as required. Assist the Company in any necessary duties to achieve Company goals.

Required Education & Experience Associate's degree or higher in a related field, or an equivalent combination of education and related experience. Minimum of 2 years of experience in transportation, logistics, maritime, or a related industry (preferred but not required).

Ability to read, write, and communicate effectively in both English and Spanish. Proficiency with Microsoft Word, Excel, Outlook, and Internet-based applications. Strong interpersonal and communication skills. Preferred Education & Experience Experience working with regulatory agencies and compliance processes. Regularly required to talk and hear. Frequently required to sit and use hands to operate computer controls, calculators, and telephones. Occasionally required to stand, walk, reach with hands and arms, and perform duties at a marine terminal or aboard a commercial vessel. Occasionally lift and/or move up to 25 pounds.

Must have close vision to review reports and the ability to adjust focus while working at a computer terminal.
