Department: Public Safety FLSA Status: Salary, Exempt Reports To: Director of Public Safety Supervises: Code Enforcement Officers Position Type: Regular Full-Time Effective Date: September 15, 2026 Starting Salary Range: $70,000-$80,000 Classification: Lead / Working Supervisor Position Summary Responsible for the day-to-day supervision and coordination of the City’s code enforcement function and the day-to-day administration of the City’s Crime Free Housing and False Alarm programs.

The position assigns, reviews, and coordinates the work of Code Enforcement Officers; receives and assigns complaints; reviews and advances cases; develops program materials; provides training; collects and analyzes data; prepares reports; and takes corrective and/or enforcement action based on documented findings. Essential Job Duties and Responsibilities Lead / Supervisory Responsibilities Provide day-to-day supervision of assigned Code Enforcement Officers, including scheduling, assignment of complaints and cases, and coordination of daily work activities.

Review reports, notices, photographs, measurements, and supporting documentation prepared by assigned officers for completeness, accuracy, and legal sufficiency prior to enforcement action. Train and mentor assigned officers on applicable codes and ordinances, documentation standards, evidence handling, courtroom presentation, and public contact.

Establish and maintain consistent enforcement practices among assigned officers and identify and resolve inconsistencies in the application of codes and ordinances. Monitor caseloads, workload distribution, and case aging; reassign work as necessary to meet response and abatement timeframes. Provide input to the Director of Public Safety regarding performance evaluations, discipline, hiring, and training needs.

Serve as the primary point of contact for escalated complaints, disputed cases, and inquiries from residents, property owners, elected officials, and other City departments. Coordinate code enforcement activities with Planning and Zoning, Public Works, the Fire Department, Legal, and other City departments and outside agencies as needed.

Code Enforcement Administration Field inspection of property is performed by assigned Code Enforcement Officers. The Lead Code Enforcement Officer administers, reviews, and advances cases resulting from those inspections and shall: Receive, screen, prioritize, and assign complaints alleging violations of City codes and ordinances.

Review case files developed by assigned officers and determine the appropriate course of enforcement action. Prepare and issue violation notices, correction orders, and citations based upon violations documented by assigned officers. Track compliance deadlines, review re-check results reported by assigned officers, and initiate escalated enforcement or abatement proceedings when compliance is not achieved.

Coordinate abatement, nuisance, and demolition actions with Legal, contractors, and other departments as directed. Prepare cases for adjudication; coordinate with the City Attorney or prosecutor; and testify at court and administrative hearings regarding records, case history, program facts, and actions taken. Interpret and explain applicable codes, ordinances, and enforcement procedures to property owners, tenants, contractors, and the general public.

Recommend revisions to codes, ordinances, procedures, and forms based on enforcement experience and case outcomes. Maintain current knowledge of applicable property maintenance, nuisance, zoning, and related codes, as well as relevant case law and legal updates. Crime Free Housing Program Administer the City’s Crime Free Housing program and remain knowledgeable about crime prevention issues and police needs related to rental properties.

Create and maintain a Crime Free Housing training seminar plan, including lesson plans, participant handbooks, and periodic updates. Conduct Crime Free Housing training seminars as needed, including selecting locations, distributing notices, coordinating presenters, distributing participant materials, and documenting participation and successful completion.

Coordinate with Planning and Zoning regarding licensing and application issues. Coordinate Crime Prevention Through Environmental Design (CPTED) surveys of rental properties, assign surveys to trained personnel, and review and transmit recommendations to property owners and managers. Consult with Planning and Zoning regarding CPTED considerations for new construction and remodeling on rental and other properties as needed.

Identify problems at rental properties and provide information to property owners and managers regarding corrective measures. Refer property maintenance and code violations identified at rental properties into the code enforcement process for assignment and follow-up. Identify rental properties without required residential licenses and contact owners to facilitate participation in the program.

Identify rental owners who have not attended required seminars and ensure future participation. Assist property owners and managers in legally resolving problems involving tenants or rental properties. Issue violation notices as authorized by applicable City ordinances and program requirements. Testify at court and other hearings regarding facts related to crime and disorder as needed.

Maintain regular communication with rental property owners and managers throughout the City. Serve as a liaison between the Police Department and property owners during significant criminal investigations, as appropriate. Communicate with organizations representing property owners, managers, and landlords. Maintain public information concerning the program, including the Police Department website; respond to media questions; and provide presentations to community groups as requested.

Educate Police Department and City employees regarding the Crime Free Housing program. Assist in keeping the Police Department Computer Aided Dispatch (CAD) system updated with current contact information. Communicate with Police Department personnel regarding the Crime Free Housing program. Communicate with other agencies’ Crime Free Housing Coordinators regarding legal updates and current practices.

False Alarm Program Manage and coordinate the False Alarm Program, including preparing monthly reports on false alarms recorded in the Computer Aided Dispatch system. Notify owners and managers of violations and required action when the number of alarms is excessive. Coordinate collection of administrative fees when assessed; track payments and follow up on outstanding fees.

Schedule administrative hearings when necessary. Maintain program records and prepare semiannual reports of program activity. Reporting and Records Provide reports to the Chief of Police regarding Crime Free Housing and code enforcement activities, including monthly reports of coordinator activities and unit-wide case activity.

Prepare monthly analyses of crime and service calls at rental properties, including year-to-date comparisons to prior years when available. Prepare semiannual and annual Crime Free Housing reports for inclusion in the Police Department’s report to the City Council, including licenses, seminar participation, rental properties identified, compliance status, and CPTED surveys.

Maintain code enforcement case records, notices, and supporting documentation in accordance with City records retention requirements. Compile and report code enforcement activity statistics, including complaints received, cases opened and closed, notices and citations issued, and compliance rates. Prepare other reports and special analyses as directed by the Chief of Police.

Minimum Qualifications

High school diploma or equivalent. At least four years of progressively responsible related work experience, including at least two years of experience in code enforcement, property maintenance, or a closely related regulatory or enforcement field; or an equivalent combination of education and experience. Valid driver’s license in good standing.

Experience as a police officer or investigator preferred. Prior lead worker, field training officer, or supervisory experience preferred. International Code Council (ICC) Property Maintenance and Housing Inspector certification, or equivalent, preferred. The employee may be required to obtain such certification within the period established by the City following appointment.

Knowledge, Skills, and Abilities Knowledge of: Relevant legal and technical terminology encountered in the course of work. Applicable City codes and ordinances governing property maintenance, nuisances, and related matters, and the enforcement procedures applicable to each. Principles and practices of work assignment, review, and lead supervision.

Modern office management practices, procedures, equipment, and systems. The Crime Free Housing program and False Alarm Program. Crime Prevention Through Environmental Design (CPTED) principles. Investigative and documentation practices applicable to complaints or matters that may result in court or other legal action.

Rules of evidence, documentation standards, and courtroom procedures applicable to municipal ordinance enforcement. Ability to: Maintain regular and predictable attendance; work assigned shifts, including overtime or rotating shifts when required. Work in a constant state of alertness and perform assigned duties safely.

Assign, coordinate, and review the work of assigned personnel and provide training and direction as needed. Review case documentation prepared by others for accuracy, completeness, and legal sufficiency. Demonstrate a positive, customer-service-oriented approach consistent with City goals and values and work effectively in a team environment.

Communicate effectively, both orally and in writing, and possess sufficient vision and hearing to perform required duties. Establish and maintain effective working relationships with coworkers, volunteers, property owners, public officials, and the general public. Remain calm, professional, and objective when dealing with distressed, uncooperative, or hostile individuals.

Work independently on complex and confidential assignments without detailed instructions. Use standard office equipment and computer applications, including word processing, presentation, spreadsheet, database, licensing, and related systems. Use and maintain an advanced understanding of the Computer Aided Dispatch system as required by the position.

Operate a motor vehicle safely and maintain a valid driver’s license in good standing. Comprehend and draw appropriate inferences from written materials. Understand, interpret, explain, and apply relevant policies, procedures, codes, ordinances, and regulations. Attend to details, perform basic numerical calculations, and verify the accuracy of amounts and calculations.

Perform light-to-medium physical work, including exerting up to 25 pounds occasionally. Perform activities such as walking, sitting, fingering, grasping, lifting, and reaching on a regular and repetitive basis. Recognize and respect diversity and work effectively with people of diverse backgrounds and cultures. Maintain certifications required to administer the Crime Free Housing program.

The position is primarily performed in and around the public safety facility but requires travel outside the office environment for training seminars, meetings with property owners and managers, community presentations, court and administrative hearings, and field supervision of assigned personnel.
