Position Summary

CHN Housing Partners is a partner of the Cuyahoga County EITC Coalition and has operated a Volunteer Income Tax Assistance (VITA) free tax preparation site since 2006. Yearly, we serve over 2,500 taxpayers at our main tax site, as well as mobile tax sites and events throughout Cuyahoga County. The VITA program serves low- and middle-income families, providing free tax preparation and filing in Cuyahoga County.

The VITA Site Coordinator oversees site operations at CHN’s Volunteer Income Tax Assistance (VITA) tax site and mobile events. The Coordinator manages all operations, including recruiting, training, and managing volunteers, ensuring high-quality customer service to taxpayers and clients, and reporting on tax site progress.

The Site Coordinator works with the Quality Reviewers to ensure that the site operates according to all guidelines. This is a part-time, temporary position between December 2026 – June 2027.

Essential Duties

& Responsibilities: Oversee all operational needs of CHN’s tax site and/or tax events. Coordinate closely with quality reviewers and support their efforts to ensure accuracy of returns. Defers to reviewers on issues of ensuring preparation quality. Work closely with the Cuyahoga County EITC Coalition and CHN supervisor to coordinate the scheduling of volunteers to ensure sufficient staffing.

Track and report hours for volunteers and paid staff. Communicate effectively with Cuyahoga County EITC Coalition and CHN supervisor to manage any facilities support or scheduling issues. Ensure timely electronic filing of tax returns and resolution of rejects. Address equipment, software, supply and other site needs in a timely fashion.

Communicate regularly with volunteers and maintain volunteer database. Coordinate volunteer hospitality. Execute site procedures according to IRS and Cuyahoga County EITC guidelines. Manage workflow of tax site: set-up space; facilitate client sign-in and intake; ensure orderly and thorough screening process and reduce wait time.

Manage supplies and materials, keep files and supplies organized, and order new supplies when necessary. Keep track of site budget and expenses. Ensure security of confidential information. Ensure proper reporting and record keeping. Serve as the main contact for clients to address questions or concerns about their experience at the tax site.

Promptly respond to inquiries from clients, the EITC Coalition, or the IRS.

Education

Required: Education: High school diploma and/or equivalent Bachelor’s degree preferred Experience: Strong interpersonal skills and experience in a management role. Experience managing volunteers or experience in a Volunteer Income Tax Assistance program preferred. Skills: Basic tax knowledge (Form 1040 and supporting schedules).

Basic computer skills for inputting tax return information into tax software (TaxSlayer). Ability to work independently. Other: Must complete all training and certification requirements. Must pass the IRS Tax Test at the Advanced Level, as well as the Site Coordinator Certification test. Must be flexible and dependable with ability to work evenings and Saturdays.

Must have dependable transportation. Must be able to travel to mobile tax sites and events. Working Conditions and/or Physical Requirements: Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards.
