Lead Budget Analyst

Located in the Bureau of the Comptroller and Global Financial Services, Bureau Financial Support Services, Management Financial Accounts Directorate, Office of Diplomatic Security Financial Services, Financial Planning Division (CGFS/BFSS/MFA/DSFS/FPD). Serves as a DS subject matter expert, lead advocate, and technical authority for Budget Formulation, Justification, Presentation, and Enactment, responsible for all pre-execution budget activities.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing, writing, and defending programmatic budget submissions through budget justification, formulation, presentation, and enactment.

Experience completing comprehensive management analyses and reports on large sets of financial data using data analytics software to distill financial information into an easy-to-understand format accessible to senior leaders. Experience leading financial management process improvement, to include leveraging new technologies to automate and standardize financial management business processes.

There is no substitute of education for specialized experience for the GS-14 position.
