Job description
Key Responsibilities
All testing personnel are required to assist the Government Test Control Officer (TCO) in administering/supporting all testing approved by the Education Service Officer (ESO) that cannot be administered by the National Testing Center (NTC) or at locations that are not supported by an NTC in accordance with Army Personnel Testing and DANTES procedures.
These individuals are responsible for the administration and safeguarding of all tests (paper and computer-based). These items are controlled items; therefore, they are handled, stocked, scored, inventoried and administered in strict compliance with applicable regulations. The test examiners issue all materials required, identify all test takers through appropriate documentation, observe examinees during testing and conduct page check of each examination.
These employees administer confidential military exams and handle related administrative tasks related to testing. They update student records and enter data into the various military web-based systems—including Army. IgnitED (formerly Go. Army. Ed). All testing personnel handle sensitive material to include Soldiers’ personally identifiable information (PII) and student records (protected under the Family Educational Rights and Privacy Act).
Therefore, they must have required clearance, be qualified, and have military training prior to the start of work. Other duties include producing reports, ordering, receiving, controlling and inventorying Army Personnel Tests [Defense Language Proficiency Tests (DLPT), Armed Forces Classification Test (AFCT), Tests of Adult Basic Education (TABE), etc.
], as well as other civilian exams [Scholastic Assessment Test (SAT), American College Test (ACT), college exams, DANTES Subject Standardized Tests (DSST), etc.]. The individuals must have the ability to work with a variety of computer programs to include Defense Manpower Data Center (DMDC) and Obligation Adjustment Reporting System (OARS).
These employees are responsible for scoring exams and providing them to the applicable agencies, in accordance with directions from the TCO, testing handbooks, regulations, and local Standard Operating Procedure (SOPs). They will report any non-adherence of the rules to the On-site Coordinator immediately. These individuals will perform other duties that foster and support education center programs as required by the ESO.
Qualifications
For locations with a requirement for DANTES testing: Personnel providing test examiner services must meet the following minimum requirements: possession of a bachelor’s degree from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. ED and passing scores on the online TCO Academic Testing Course offered by the DANTES.
For Locations with only a requirement for APT testing: Personnel providing APT test examiner services must meet the following minimum requirements: Associate’s degree from a college or university that is accredited by a regional accrediting agency recognized by the U. S. Department of Education. Must have all required Army certifications required and be placed on military orders prior to start of work.
A minimum of two years of experience, training, or demonstrated exposure to Army Personnel Testing (APT) and/or Defense Activity for Non-Traditional Education Support (DANTES) testing operations. Experience may include formal employment, volunteer involvement at a military testing center, participation in test administration support activities, or practical familiarity gained through assisting service members with APT-related processes.
Candidates with working knowledge of APT procedures within a military or military-adjacent environment will be considered. Must be capable of obtaining a favorable Tier 1 Background Investigation. Broad understanding and training in handling sensitive material. Strong comprehension and ability to navigate military web-based systems/programs and Microsoft Office, or similar, programs.
