The ideal candidate will have a strong understanding of the customer's organizational structure, mission priorities, leadership expectations, and strategic communications requirements. The selected candidate will provide executive-level writing, research, presentation development, and strategic communications support to senior DoD leadership.

This position requires an exceptional writer and communicator who can translate complex technical concepts, emerging technologies, and national security priorities into clear, compelling, and audience-specific communications. Research emerging technologies, technical trends, defense priorities, and complex national security issues to support accurate and effective messaging.

Translate complex technical and scientific information into clear, concise, and engaging content for technical and nontechnical audiences. Develop communications products in multiple formats, including speeches, point papers, briefings, blogs, videos, letters, op-eds, articles, and social media content. Meet regularly with government leadership to advise on messaging, communications strategies, and presentation development.

Coordinate with internal and external stakeholders to gather information, validate content, and develop executive-level materials. Support the planning and coordination of senior leadership speaking engagements, presentations, and associated logistics. Review and analyze programmatic issues, identify communication challenges, and recommend solutions.

Track assignments and issues through resolution while managing multiple priorities and competing deadlines. Ensure communications align with OUSD(R&E) strategic communications plans, mission objectives, and organizational priorities. Required Qualifications Professional experience in technical writing, executive communications, speechwriting, or strategic communications supporting DoD or closely related federal defense organizations.

Demonstrated familiarity with OUSD(R&E), OSD, or comparable DoD organizational structures, missions, and leadership communications requirements. Experience developing written communications and presentations for senior military, civilian government, or executive leadership. Advanced proficiency in Microsoft PowerPoint, including independently creating compelling, executive-level presentations from concept through final delivery.

Exceptional writing, editing, research, and storytelling skills, with the ability to communicate complex technical subjects clearly and effectively. Ability to research and synthesize emerging technologies, defense research initiatives, and national security issues. Experience developing speeches, executive briefings, reports, talking points, and other high-visibility communications.

Strong critical thinking, analytical, organizational, and problem-solving skills. Ability to work independently, anticipate customer needs, manage multiple priorities, and meet demanding deadlines. Excellent interpersonal skills and the ability to communicate effectively with senior government officials and diverse stakeholders.

Preferred Qualifications

Direct experience supporting OUSD(R&E), particularly in executive communications, speechwriting, or strategic communications. Experience supporting senior leadership within OSD or other DoD headquarters-level organizations. Established understanding of DoD research and engineering priorities, emerging technologies, and national security initiatives.

Experience developing speeches, presentations, and briefing materials for senior DoD officials. Familiarity with DoD strategic communications planning, public affairs, and executive messaging. Experience translating complex scientific, engineering, or technical concepts into accessible communications. Proficiency in multimedia content development, visual storytelling, and presentation design.

Ideal Candidate The ideal candidate is a highly skilled executive writer and communications professional who understands the DoD environment and can quickly adapt to the priorities and expectations of senior government leadership. We are particularly interested in candidates who have worked within OUSD(R&E), OSD, or similar DoD headquarters organizations and can demonstrate experience producing high-quality speeches, presentations, and strategic communications for senior officials.

Candidates should be prepared to provide publicly releasable or appropriately redacted writing samples and PowerPoint presentations demonstrating their executive communications capabilities.
