FISCAL OFFICER
- Magnet and Grant Programs NATURE OF WORK This is responsible fiscal, management and administrative work involving the preparation, analysis and recording of complex financial data. Work involves establishing and maintaining accounting records for State, Federal and Private Foundation grants and preparing reports. Work is performed under the general supervision of the Department Head or his/her designee, and is reviewed for conformity with accepted standards and established procedures. ILLUSTRATIVE EXAMPLES OF WORK Analyzes financial transactions, prepares and posts financial data, such as revenue, expenditures and encumbrances, and disbursements to general and/or subsidiary ledgers; makes corresponding entries to computerized and manual accounting records. Prepares financial reports and statements including reports on cash disbursements and receipts for internal and external use Prepares and reviews cash flow and revenue forecast reports. Processes requisitions and other requests for payment. Advises other personnel who have responsibility for expending funds of the status of accounts. Reviews grant abstracts for completeness, accuracy and conformance to budget and payroll requirements as well as adherence to established departmental requirements Sets up grant related budgets and monitors spending patterns. Convenes budget meetings with program managers. Plans, analyzes and makes procedural recommendations relating to work in the department. Advises and assists program managers and staff in the proper use of budget and payroll procedures and forms. Advises and assists in the proper use of sub grantee budget procedures and reporting forms. Reviews financial reports of sub grantees for accuracy and resolves discrepancies Analyzes sub grantee reports and meets with them to offer technical assistance on establishing and maintaining financial reports and record-keeping systems. Reviews procedures for adherence to standard accounting principles. Supervises the work of the accounting staff. Performs related work as required.
REQUIREMENTS
OF WORK Graduation from an accredited four-year college or university with major course work in accounting, municipal finance, business administration, public administration: 5 to 7 years of experience in accounting involving the analysis and recording of financial transactions and the preparation of financial reports; 2 years of general experience at the managerial or any equivalent combination of training and experience which provides the following knowledge's, abilities, and skills: Thorough knowledge of accounting principles, practices and procedures.
Thorough knowledge of the principals of financial transaction analysis and classification. Ability to analyze and interpret accounting data and fiscal reports and prepare standard and specialized reports and statements therefrom. Ability to interpret contract regulations and legislation. Ability to interpret and implement pronouncements of Government Accounting Standards and ensure compliance with restrictions on grant funds.
Ability to maintain records and prepare reports on various departmental fiscal operations. Ability to establish and maintain effective working relationships with staff, sub grantees and general public. Ability to exercise judgement in applying and interpreting policies and procedures. Ability to organize and present ideas effectively and orally and in writing.
Salary and Terms of Employment: Local 3144 Salary Scale- Range 8: $64,357 - $82,795 This is a Special Fund, "Non-Tested" position. Continued employment contingent upon availability of future funding. The grant funding supporting this position may be terminated at any time. This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees .

Employees may elect a medical plan including prescription drug and dental coverage, for which employees must contribute a portion of the premium cost.

Eligible employees receive paid vacation, paid sick days, paid personal days , and paid holidays . Term Life Insurance of $20,000 is provided at no cost to the employee. Short-Term Disability coverage is also provided at no cost to the employee.
Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security; they are eligible to participate in a 457 Plan, which includes a city match of contribution up to 3% of salary. Employees become 100% vested at three years.
