Job description

We are seeking an entrepreneurial Senior Director of Business Development to drive rapid market expansion and convert qualified opportunities into awarded projects throughout Pennsylvania and New Jersey, with a primary focus on K-12 school districts, municipalities, counties, and other public-sector organizations who will join a growing energy solutions provider.

This is not a relationship-maintenance role. We are looking for a proven rainmaker who can identify opportunities, gain executive access, create urgency, navigate complex public-sector buying environments, and convert projects into signed contracts. The successful candidate will be expected to build and advance a substantial pipeline immediately upon joining the organization while accelerating the conversion of existing opportunities already in development.

Success will be measured by awarded projects, booked revenue, material sales activity, and market share growth. You should be coming into this position with a clear understanding of how public-sector organizations make decisions and can effectively engage executive leadership, facility teams, finance stakeholders, and governing boards throughout the sales process.

This role requires a highly motivated business developer who is comfortable operating with autonomy, accountability, and significant performance expectations. The ideal candidate thrives in competitive environments, enjoys winning large, complex transactions, and is motivated by uncapped earning potential tied directly to results.

Working closely with executive leadership, engineering, project development, and operations teams, this individual will help public-sector clients solve infrastructure, facility modernization, deferred maintenance, energy efficiency, and capital planning challenges through performance-based solutions. This position has no direct supervisory responsibilities; however, the selected candidate is expected to provide leadership and drive positive outcomes through influence and collaboration with the commercial team and across the company’s departments.

Key Responsibilities

  • Drive immediate conversion of active opportunities into awarded projects and contracted revenue.
  • Develop and execute a territory growth strategy focused on Pennsylvania and New Jersey public-sector markets.
  • Generate, qualify, and advance high-value opportunities with K-12 school districts, municipalities, counties, and other public-sector organizations.
  • Establish executive-level relationships with key decision-makers and influencers responsible for capital planning, facilities, finance, and operations.
  • Lead complex sales pursuits from prospecting through contract execution.
  • Create urgency within customer organizations and effectively manage long-cycle public-sector sales processes.
  • Present business cases and investment strategies to executive leadership teams, governing boards, and public stakeholders.
  • Collaborate with engineering, project development, and operations teams to structure winning solutions.
  • Maintain an accurate, high-quality pipeline capable of supporting aggressive growth objectives.
  • Achieve or exceed annual bookings, revenue, and market expansion targets.

Qualifications

  • Bachelor's degree or equivalent professional experience.
  • Minimum of 7 years of business development, sales, public-sector leadership, or related experience, preferably involving energy efficiency, operational improvement, infrastructure modernization, or capital planning initiatives.
  • Portable pipeline prospects and/or active projects ready for conversion.
  • Demonstrated success developing relationships with senior decision-makers leading to successful conversions and sales of projects.
  • Strong presentation, communication, and consultative selling skills.
  • Experience navigating complex, multi-stakeholder decision-making environments.
  • Ability to understand financial, operational, and facility-related challenges facing public-sector organizations.
  • Proven ability to manage a sales pipeline and achieve growth objectives.
  • Ability and willingness to travel throughout Pennsylvania and New Jersey to support client engagement, business development activities, and industry events. What Success Looks Like First 90 Days
  • Gain command of the active project pipeline and priority market opportunities.
  • Establish relationships with key public-sector decision-makers throughout the territory.
  • Advance multiple qualified opportunities toward project development and contracting stages. First 12 Months
  • Deliver measurable project awards and contracted revenue.
  • Build a sustainable pipeline capable of supporting multi-year growth objectives.
  • Establish the company as a preferred partner among targeted public-sector organizations.

  • Highly competitive and results-oriented.
  • Motivated by closing business and earning significant performance-based compensation.
  • Skilled at influencing executive decision-makers and navigating complex buying environments.
  • Comfortable creating opportunities where none previously existed.
  • Accountable for outcomes and willing to own a revenue number.
  • Energized by winning transformational projects that create long-term customer value.

Compensation

& Benefits Competitive base salary in the range of $175,000 to $225,000 (commensurate with experience and qualifications) plus an uncapped incentive program designed to reward project conversion, booked revenue, and business growth.
