JOB TITLE: Business Manager LOCATION: Central Office REPORTS TO: Superintendent SUMMARY Responsible for overall financial operations of the district, including development and maintenance of annual budget and long-range financial projections. Plays a central role in school district planning and analysis of current programs, support systems and expenditures.

Functions as a resource to school site teams.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Manage the fiscal matters of the district including investments, debts, payroll, purchasing, revenue collection, budget control, and accounting.
  2. Administer, supervise and assist in the accounting functions (includes journal entries, accounts payable checks, reconciling all activity for expenditure/revenue, and balance sheet accounts) in all funds (includes capital projects, cafeteria, and general), except the Athletic Fund and Activities Account Funds, of the school district (Procedures will be followed at the Building level).
  3. Prepare reports on the fiscal matters of the district as needed and interpret the financial matters of the district to the Board and Community.
  4. Assume responsibility for District budget development and long-range financial planning.
  5. Supervise the day-to-day activities of the business office staff.
  6. Manage the cash flow and investments of the district.
  7. Coordinate the activities of the Board Treasurer.
  8. Arrange for the auditing of school accounts and maintain liaison relationships with auditors.
  9. Advise on personnel/labor issues, interpret and administer labor contracts, serve as a chief negotiator in all labor contract negotiations and business contracts (bus, etc.) as directed by the Superintendent.
  10. Reconcile and prepare expenditure, revenue, and balances sheets as well as prepare all monthly financial reports.
  11. Manage the district's real estate and insurance programs. Work with the Joint Tax Collector Association and local real estate tax collectors for the six municipalities of the district and manage the tax functions of the district.
  12. Direct the maintenance of an up-to-date inventory of school property and fixed assets.
  13. Serve as district liaison with the School Authority Board and the borough/township managers as directed by Superintendent. Perform all financial responsibilities related to bond issues and construction projects and assist the School Authority Board in financial and construction related matters.
  14. Plan and administer an efficient system of recruitment, hiring, training, supervision, and evaluation of all personnel for the business operations of the district office in coordination with the Assistant Superintendent.
  15. Direct and compile tax returns and other reports required by local, state, and federal agencies.
  16. Administer business office programs such as E-Rate, New Pension Administration System, etc., as required.
  17. Facilitate the activities and prepare documents for the Resource Planning Committee
  18. Prepare specifications, advertise, and secure bids as appropriate.
  19. Complete and/or assist in the application for state and federal funds.
  20. Performs the duties of the district's Purchasing Agent.
  21. Supervise the storage and distribution of supplies and equipment so that accurate records are maintained.
  22. Administer a budget control system for the District.
  23. Upon the request of the Superintendent, attend meetings of the Board of Education, and assume such other duties and responsibilities as the Superintendent may delegate.
  24. Other duties as assigned by the Superintendent or designee. SUPERVISORY RESPONSIBILITIES Directly supervises tax collectors, depository, personnel involved in business operations. QUALIFICATION REQUIREMENTS
  25. Bachelor's Degree in Business Management and Accounting.
  26. A minimum of four years experience as a business manager or in a related activity.
  27. Such alternatives to the above qualifications as the Board may find appropriate and acceptable. CERTIFICATES, LICENSES, REGISTRATIONS Pennsylvania registered School Business Official (PASBO). LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to administrators, public groups/community, and Board of Education. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to apply financial concepts such as compound interest, time value of money, tax rates and discounts. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. OTHER SKILLS and ABILITIES Ability to apply knowledge of current research and theory in a specific field. Ability to establish and maintain effective working relationships with students, staff and the school community. Ability to speak clearly and concisely both in oral and written communication. Ability to perform duties with awareness of all district requirements and Board of Education policies. Personal computer and spreadsheet skills along with relevant software. PHYSICAL DEMANDS It is essential that the employee have the ability to hear and speak in order to communicate effectively with the students, faculty and others. The employee is frequently required to sit, stand or walk. The employee also must be able to tell where a sound is coming from and hear in a noisy environment in order to provide effective guidance. Specific vision abilities are required and these include close vision, distance vision and peripheral vision. The employee may occasionally lift objects weighing up to 50 pounds, and/or push/pull objects of 100 pounds or more. The employee must have the physical dexterity to operate classroom equipment, such as personal computers, calculators or projectors. The employee must be mobile, so as to move about the school premises. In certain circumstances the employee may be directly responsible for performing physical acts in protection of students and/or others. Occasionally, the position requires the employee to work irregular or extended hours, meet multiple demands from several people and interact with the public and other staff. TERMS OF EMPLOYMENT The Business Manager is a twelve (12) month position with salary, vacation and benefits established by Board action. EVALUATION Performance of this job will be evaluated annually by the Superintendent.
