We are looking for a dedicated Project Procurement Lead (m/f/d) to join our EMEA Team.
The role will be based in our Frankfurt office. In this role, you will report directly to the UK Head of Procurement (EMEA Procurement Manager). You'll be responsible for the end-to-end management of the procurement deliverables for their assigned projects in accordance with project-specific requirements and IPS processes and procedures.
Key responsibilities
Project initiation including procurement strategies and project procurement execution plans Management of the pre-order phase for packages Management of the post-order phase for packages Project Closeout Task management of procurement teams for assigned projects Packages that will be executed on projects will be a blend of the following IPS work streams: Capital equipment (process, mechanical, electrical, automation, instrumentation etc.)
Construction trade contracts Professional services contracts Office and site indirect requirements Additional Responsibilities Act as a senior representative of the procurement department to the wider IPS team and ensure that IPS’s procurement procedures are adhered to. Act as representative of IPS to clients and be a key IPS interface for client procurement on assigned projects Provide project procurement support and advice to the wider IPS team and clients on assigned projects Develop, delegate and monitor tasks as required to the project procurement team Manage the tender process for assigned projects.
This will entail taking a package from the point of receipt of scope through enquiry, bid evaluation and to the point of recommendation to award. This will be achieved by both direct involvement in packages and management of team members for their assigned packages. Ensure that the following tasks are executed correctly according to IPS processes and procedures and project requirements, either directly or by procurement team members assigned to the project: The tender process is correctly executed for project packages.
This will entail taking a package from the point of receipt of scope through enquiry, bid evaluation and to the point of recommendation to award. Detailed commercial evaluations of received supplier proposals are conducted Recommendation To Award packs are prepared and submitted for internal and external management approval Preparation and issuance of Purchase Order/Contract packs Project reporting is conducted for both internal (IPS Project Managers) and external clients (clients) Obtain order confirmations to ensure services or materials are being scheduled per order requests.
Expedite orders to track timely receipt of goods or services. Manage the change order process with suppliers and IPS and client stakeholders for assigned orders Manage the invoicing process with suppliers and IPS and client stakeholders for assigned orders Manage the order closeout process with suppliers and IPS and client stakeholders for assigned orders Maintain Approved Supplier Program records as well as request subsequent QA related documents.
Provide market updates (i.e., price increases, supplier mergers/acquisitions, supplier updates etc) to the wider IPS team as they become apparent. Research new qualified contractors and vendors as needed. Evaluate existing suppliers as needed.
Qualifications
& Requirements Extensive prior experience in a project procurement role is a must, minimum 6-10 years. Knowledge and experience of trade contracts and equipment procurement. Experience in leading multi-national teams is advantageous. MCIPS qualification or working towards MCIPS is desirable. Daily use of excellent verbal and written communication in German & English is a pre-requisite.
May be required to travel for short durations periodically. Have the right to work in Germany. Extensive experience in end-to-end procurement process with the ability to develop effective strategies, lead project procurement teams and contribute to operational efficiencies including risk reduction and achieving cost savings.
Proven experience in leading project procurement teams. Ability to work at pace within a project-based environment. Experience working in a matrix environment as part of a cross-functional project team. Ability to deal with time-dependent requirements. Self-motivated, organized, and an effective problem solver. Sound commercial acumen and ability to negotiate both commercial agreements and contractual Terms and Conditions.
Sound analytical proficiency with a solid understanding of commercial and contract risk. IT Literacy and strong experience in MS Office and ERP Systems. Effective communicator with proven ability to manage both internal and external stakeholders. Ability to work both independently and collaboratively in line with project requirements and working to established processes and procedures.
