CLASSIFICATION: Non-Exempt REPORTS TO: Director of Business Support and Delivery DATE: September 20, 2026 JOB DESCRIPTION Impact Statement The Operations Risk Manager strengthens the Bank's first line of defense by ensuring effective risk identification, monitoring, control execution, quality assurance, and regulatory reporting across Operations.

This role enables safe and scalable growth by partnering with business leaders to proactively manage operational risk, strengthen internal controls, improve process quality, and support regulatory compliance. Objectives Establish and maintain a comprehensive First Line of Defense operational risk program. Lead the Quality Assurance function across Operations departments.

Oversee operational risk assessments and control self-assessments. Develop monitoring, testing, and reporting frameworks for operational risk and control effectiveness. Identify trends, emerging risks, and opportunities to strengthen controls and improve operating effectiveness. Partner with business leaders, Compliance, Internal Audit, and Enterprise Risk Management to ensure strong governance and risk oversight.

Promote a culture of risk awareness, accountability, and continuous improvement throughout Operations. Promote a collaborative and high-performing team environment through mentorship, coaching, and encouragement of continuous professional growth. Implement the operational plans set forth by the Director of Business Support and Delivery, ensuring all initiatives align with organizational goals and objectives.

Success Criteria Completion of risk assessments and risk monitoring activities. Effectiveness of quality assurance reviews and remediation efforts. Reduction in operational losses, control failures, and repeat findings. Timely resolution of audit, regulatory, and risk management issues. Improved operational risk metrics and key risk indicators.

Positive examination, audit, and regulatory outcomes.

Responsibilities

Develop and manage the Operations First Line of Defense risk management framework. Lead the Quality Assurance team responsible for transaction reviews and monitoring activities. Coordinate Operational Risk Assessments, Risk and Control Self-Assessments (RCSAs), and control documentation activities across Operations functions.

Monitor operational risk metrics, key performance indicators, key risk indicators, and emerging risk trends. Oversee issue management activities, including corrective action plans, remediation tracking, and validation testing. Partner with department leaders to identify control deficiencies and implement sustainable solutions.

Ensure operational procedures and controls remain aligned with regulatory requirements, industry standards, and Bank policies. Support internal and external audits, regulatory examinations, and compliance reviews. Prepare executive-level reporting on operational risk trends, quality assurance results, regulatory reporting metrics, and control effectiveness.

Collaborate with Enterprise Risk Management, Compliance, and Internal Audit to strengthen the Bank's overall risk management framework. Lead initiatives to improve operational resilience, process efficiency, and control effectiveness. Promote a culture that balances client experience, operational excellence, and risk management discipline.

Perform other duties as assigned. Manage resources and schedule work effectively to meet demands related to quality assurance reviews, HMDA/CRA/1071 data collection, and project timelines. Identify and assess business operations, controls, and processes to determine areas requiring quality assurance reviews or additional data collection efforts for HMDA/CRA/1071 reporting.

Keep abreast of day-to-day company policies, procedures, controls, and regulations impacting the Quality Assurance and HMDA/CRA/1071 teams, ensuring adherence to these standard s. Ensure that issues identified during reviews or audits are resolved in a timely and efficient manner, minimizing operational disruptions. Assist with writing and updating business policies, procedures, and controls for Quality Assurance, HMDA/CRA/1071 data collection, and other operational areas to maintain compliance and improve efficiency.

Offer constructive feedback to the Director of Business Support and Delivery regarding challenges, risks, and areas for improvement within the business assurance function. Work collaboratively with other departments to ensure that quality assurance reviews are aligned with policies, procedures, and regulations, while also ensuring accurate data collection for HMDA/CRA/1071 reporting and the timely completion of projects.

Other Duties Comply with all policies and procedures as applicable, including the Bank's BSA/AML policy. Support audits, regulatory reviews, and examinations by organizing and preparing the relevant documentation requested by auditors or regulatory bodies and submitting information requested by required deadlines. Perform additional tasks and responsibilities as directed by the Director of Business Support & Delivery.

Ability to prioritize tasks. Ability to work occasional overtime during peak periods Strong problem-solving skills with the ability to troubleshoot and resolve operational challenges.

Supervisory Responsibility This position has supervisory responsibilities of staff in multiple locations. Work Environment This job operates in an office setting, the opportunity to telework is not available. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners and filing cabinets.

Office environment with job duties conducted via telephone, face to face meetings, and on the computer. Physical Demands This position requires manual dexterity, the ability to lift files and open cabinets. This position requires bending, stooping or standing as necessary. Travel Limited travel may be required for this position.

Education and Experience

Bachelor’s degree or above in business administration, finance, or a related field or equivalent additional related experience. Minimum of 3 years’ experience in data collection, quality assurance, auditing, or a similar role. At least 3 years of experience managing staff, including conducting performance evaluations and providing training.

Desired Qualifications: Knowledge of regulatory compliance, legal processes, and financial institutions is an asset. Relevant professional certification is a plus. For Applicants located in Preston, Maryland (MD): The anticipated salary range for this position is $30.00 - $45.00 per hour. For Applicants from all other locations: The salary will be based on experience, qualifications, and geographic location.

The ranges listed for Maryland represent the good-faith compensation the Company expects to pay for the position at the time of posting. Actual compensation will be determined based on factors including, but not limited to, the candidate's skills, qualifications, experience, education, certifications, internal equity, and business needs.

This position may also be eligible for additional compensation, such as bonuses or incentive pay, where applicable.
