The position combines hands-on postal operations with postal governance, accounting, customer service, training, and operational leadership.

Phoenix's proposed staffing model therefore treats the IPO as a working lead rather than a desk-only manager.

Key Responsibilities

Develop, maintain, and publish the Carlisle Barracks Official Mail Center SOP and revise CBKS REG 25-53, subject to Government approval. Support daily Official Mail Center operations, including inbound screening, sorting, distribution, customer-window operations, outbound metering and dispatch. Coordinate USPS street-address and ZIP+4 changes and annually review continuity of mail distribution. Support the annual installation-wide postal customer satisfaction survey and resulting process improvements.

Coordinate postal operating issues with the Government Official Mail Manager (OMM), while recognizing that the OMM retains final authority for postal funding, account modifications, and external postal agreements.

Preferred Qualifications

Phoenix recruiting preferences above the Government minimum Experience serving as an IPO, Official Mail Manager, postal lead, mailroom lead, or senior mail clerk in a DoD/federal environment. Hands-on experience with AMPS/PAPAS, postal financial reconciliation, postage meters, accountable-mail controls, and postal reporting.

Experience handling or supporting Secret-level classified mail under controlled chain-of-custody procedures. Experience developing or maintaining postal SOPs, desk guides, operating instructions, or compliance documentation. Experience training organizational mail clerks/couriers and maintaining qualification records.

Experience supervising or coordinating a cross-trained mail operation covering inbound screening, accountable mail, metering, customer service, and dispatch. Contingent Employment and Selection Process This opportunity is being recruited in support of PDC's bid and proposal effort for a proposed federal contract. The position is not an unconditional employment offer or a guarantee of work.

PDC may identify and evaluate candidates and, where appropriate, extend a written contingent offer of employment before contract award. Any such offer will expressly state that employment is contingent upon: PDC receiving the applicable contract award. Availability of contract funding and authorization to proceed. Verification of the required qualifications and security clearance.

Completion of applicable background, installation access, and pre-employment requirements. Satisfaction of any additional contract-specific conditions. The anticipated start date will depend on the contract award, Government appointment and approval processes, and authorization to begin performance. No work may begin until all applicable requirements have been satisfied.

Interested candidates: Please submit a current resume detailing your postal operations experience, applicable AMPS qualifications, security clearance status, and relevant DoD or federal contracting experience. Candidates should clearly identify their current clearance level and whether it is active. Equal Employment Opportunity (EEO) Statement Phoenix Data Corporation is an Equal Opportunity Employer.
