GENERAL DESCRIPTION Chargeman BO in a hospital facility is certified technical personnel responsible for the operation, maintenance, and safety of high-tension (HT) electrical systems and building services . RESPONSIBLE FOR The role is critical in ensuring the uninterrupted functionality of electrical installations that support medical equipment, lighting, HVAC systems, elevators, and other hospital infrastructure.

Key Responsibilities

a) Operate and maintain HT electrical systems. b) Perform routine inspection, troubleshooting, and repair of electrical systems and equipment. c) Ensure compliance with Energy Commission (Suruhanjaya Tenaga) regulations and hospital safety standards. d) Monitor and manage power distribution systems, backup generators, and UPS systems.

e) Maintain logs and records of maintenance activities, faults, and energy usage. f) Coordinate with contractors, vendors, and other departments for maintenance and project work. g) Support hospital operations by ensuring minimal downtime of critical systems. 1.0 ORGANIZATION AND MANAGEMENT Chargeman BO must meet the following criteria to ensure effective integration into the hospital's facilities management framework:

1. Reporting Structure a) Reports to the Hospital Engineer. b) Coordinates with clinical departments, biomedical engineers, and hospital administrators for service continuity and infrastructure support.
2. Team Collaboration a) Works as part of the hospital engineering and maintenance team, often alongside other Chargeman, Technicians, and Skilled Workers. b) Provides technical guidance and supervision to junior maintenance staff or contractors during electrical-related work. c) Participates in daily/weekly technical meetings to plan, review, and optimize maintenance activities.
3. Regulatory Compliance & Documentation a) Ensures compliance with Energy Commission (Suruhanjaya Tenaga) regulations and Ministry of Health (MOH) facility requirements. b) Maintains accurate maintenance records, logbooks, and service reports as part of hospital documentation standards. c) Prepares reports on system status, incidents, and preventive maintenance plans for management review.
4. Preventive Maintenance & Asset Management a) Implements planned preventive maintenance (PPM) schedules for all HT systems. b) Assists in managing electrical inventory, tools, spare parts, and procurement requests. c) Coordinates external service providers for specialized or high-risk maintenance under hospital procurement policies.
5. Emergency Response and Planning a) Participates in the hospital's emergency preparedness and disaster response planning (e.g., during power failures, fires, floods). b) Leads or supports emergency repair and restoration tasks to maintain critical medical services (e.g., ICU, OT, Cathlab, and emergency departments). c) Maintains readiness of emergency power systems (e.g., generator sets, HT, IPS, UPS).
6. Compliance with Regulatory Requirements a) Must fully comply with regulations set by the Energy Commission (Suruhanjaya Tenaga), especially regarding the operation and maintenance of HT electrical systems. b) Adheres to all Ministry of Health (MOH) Malaysia standards relevant to hospital facilities. c) Follows guidelines under the Occupational Safety and Health Act (OSHA) and Electrical Supply Act.
2. Adherence to Hospital Policies a) Must understand and follow the hospital's Support Process (SPs) procedures related to:

• Electrical safety.
• Scheduled maintenance routines.
• Emergency power supply management. b) Ensures all electrical works are performed in line with the hospital’s facility management protocols.

1. Documentation and Reporting Procedures a) Maintains up-to-date logbooks, maintenance records, service reports, and incident reports. b) Ensures timely submission of reports to supervisors and assists with audit or inspection readiness. c) Keeps accurate records of generator testing, UPS checks, and other compliance-critical systems.
2. Incident and Emergency Handling a) Follows established hospital procedures for:

• Electrical faults or outages.
• Fire or emergency evacuation involving electrical systems.
• Switching to and from emergency power systems (genset/UPS). b) Supports internal response plans and participates in mock drills and emergency preparedness training.

1. Work Permit and Safety Procedures a) Ensures proper procedures are followed before performing any high-risk tasks, including:

• Lock-out/tag-out (LOTO) systems. b) Verifies contractor compliance with safety procedures when third-party work is conducted.

1. Procurement and Asset Handling Procedures a) Adheres to the hospital's asset management and procurement policies when requesting tools, parts, or materials. b) Ensures proper usage and maintenance of equipment assigned under personal or departmental responsibility.
2. Ethical and Professional Conduct a) Maintains professional behaviour in accordance with the hospital’s code of ethics and conduct. b) Ensures confidentiality of sensitive information, especially during maintenance near clinical areas or sensitive zones (e.g., operating theatres, ICUs). 4.0 FACILITIES AND EQUIPMENT Chargeman BO is responsible for ensuring the efficient operation, safety, and maintenance of all electrical facilities and associated systems within the hospital premises. This includes overseeing high-tension installations, standby generators, main switchboards, UPS systems, and other essential electrical equipment. The role involves performing preventive and corrective maintenance, monitoring system performance, and ensuring full compliance with Energy Commission (Suruhanjaya Tenaga) regulations. The Chargeman BO also plays a vital role in emergency preparedness by ensuring all backup power systems remain reliable to support uninterrupted hospital operations and critical medical services. 5.0 SAFETY AND QUALITY IMPROVEMENT ACTIVITIES Chargeman (BO) is responsible for the safe and efficient operation, maintenance, and supervision of hospital building services. The role includes ensuring compliance with safety standards, supporting quality improvement programs, and minimizing risks related to infrastructure, utilities, and engineering systems within the hospital environment : Supervision & Maintenance Oversee daily maintenance activities of building systems (electrical) to ensure uninterrupted hospital operations. Safety Compliance: Ensure all engineering operations comply with safety regulations, hospital policies, and statutory requirements (e.g., fire safety, electrical safety, pressure vessels, etc.). Facility Audits: Conduct regular safety and facility inspections; identify hazards and initiate corrective/preventive actions. Support Quality Programs: Participate in hospital-wide quality and safety improvement programs. Documentation & Reporting: Maintain records of maintenance schedules, incident reports, safety audits, and compliance reports. Emergency Preparedness: Ensure readiness of emergency systems (e.g., backup power, fire alarms, pumps) and participate in mock drills and training. Coordination: Coordinate with contractors, vendors, and hospital departments for timely execution of repair, installation, and upgrade works 6.0 ADDITIONAL DUTIES AND RESPONSIBILITIES IN THE SPECIFIC AREA Chargeman (BO) undertakes specialized duties beyond routine building maintenance and safety compliance, focusing on specific operational, technical, and administrative tasks related to the hospital’s infrastructure. These additional responsibilities support smooth facility management, contribute to overall safety, and enhance the quality of hospital services : a) Serve as the Authorized Person (A.P.) responsible for the operation, maintenance, and safety of all high-voltage electrical systems within the hospital. b) Ensure continuous and reliable power supply to critical hospital areas such as operating theatres, Cathlab, ICU, and dialysis units. c) Oversee testing, inspection, and certification of electrical installations in accordance with Energy Commission (Suruhanjaya Tenaga) requirements. d) Monitor and manage standby generators, IPS and UPS systems to ensure readiness during power interruptions. e) Coordinate with TNB and external vendors during power shutdowns, maintenance works, or system upgrades. f) Support emergency response operations involving electrical failures, fire alarms, or equipment malfunction. g) Maintain accurate logbooks and records for all electrical systems and equipment in compliance with regulatory standards. h) Provide technical advice and supervision during electrical works or facility expansion projects. JOB REQUIREMENT: 1.Education a) Possess valid Chargeman BO (33KV) Certificate issued by Energy Commission (Suruhanjaya Tenaga)
3. Knowledge and Experiences: a) Minimum 5-7 years of experience in electrical maintenance in a hospital or similar critical facility. b) Familiar with HT systems, standby generators, UPS, and electrical distribution systems.
4. Skills and Competency. a) Strong troubleshooting and technical skills. b) Proficiency in interpreting electrical drawings and single-line diagrams. c) Good communication and teamwork skills.
5.
