Introduction The U.S Department of State (DoS) has awarded URC with a contract to provide Independent Monitoring and Verification, IMVA, services focusing on Third Party Monitoring and related services of its portfolio of Health activities in Haiti. In that vein, URC is recruiting a senior Health TPM advisor to support work providing independent monitoring on progress towards results, indicator accuracy and beneficiary experience to strengthen accountability and adaptability.

Reporting to the Health TPM Manager, the senior advisor will lead support the planning, coordination, and execution of TPM activities under the Health portfolio, ensuring high-quality field monitoring, activity and data verification, and timely reporting in line with URC and DoS standards. Consultancy Objective The main objective of this consultancy is to ensure the effective coordination, supervision, and reporting of TPM activities under the Health portfolio.

The Health TPM senior advisor will ensure that monitoring efforts generate timely, reliable, and actionable evidence to improve accountability, local ownership, and adaptive decision-making in line with the 2025 U.S. Global Health Strategy’s focus on integration, efficiency, and sustainability. The consultancy will begin upon confirmation of funding from DoS and is estimated to be completed in September 2027.

Specific Tasks The Health TPM senior advisor will be responsible for the following key tasks: Contribute to the implementation of Health TPM activities, supporting planning, coordination, and alignment with IMVA and DoS priorities. Prepare and adapt scopes of work, data collection tools, including verification checklists, facility observation forms, service register review forms, spot check forms, indicator verification matrices, Key Informant Interview (KII) guides, and beneficiary and interview forms, in collaboration with the TPM core team.

Assist in planning and coordination of TPM missions, ensuring appropriate scheduling, logistics, and field readiness. Responsible for tracking tool reporting on all aspects of planning, execution and follow-up of each TPM activity. Liaise with Implementing Partners (IPs), health facilities, local subcontractors, authorities, and community leaders to facilitate access, coordination, and information sharing.

Train and supervise field staff to ensure full compliance with data collection protocols, ethical standards, and IMVA quality assurance procedures. Ensure quality control of data collected, including data cleaning, analysis and verification protocols. Draft and review TPM deliverables, including Flash Reports, TPM Reports, GIS Dashboards, per activity, ensuring accuracy, clarity, and timeliness.

Participate in weekly coordination meetings with IMVA leadership and attend DoS sessions when needed. Contribute to quarterly site prioritization exercises, analysis of TPM findings, and learning discussions to inform adaptive management. Contribute to IMVA work planning and reporting processes, including quarterly and annual planning and reporting cycles.

Deliverables Validated Data Collection Tools: Finalized and pre-tested verification instruments, including checklists, observation forms, KII and FGD guides, service register templates, and indicator verification matrices, developed in coordination with the TPM core team. TPM Coordination Log: Recording of TPM missions planned and completed, detailing locations, activities covered, health facilities visited, coordination with IPs and local partners, and follow-up actions.

Training Package: Training agenda, slides, attendance lists, and evaluation summaries for enumerators and supervisors trained on ESS+ TPM methodologies and ethical protocols. Flash Reports: Concise daily reports summarizing key findings, challenges, and actionable recommendations. Field Mission Reports: Brief summaries of each TPM mission, including observed activities, issues encountered, and immediate recommendations.

Issues tracker. Dashboard: Recording and verifying data provided to TPM GIS Dashboard. Full TPM Reports (3–5 pages per activity/IP): Consolidated reports presenting verified data, methodology, analysis, visuals, and lessons learned, ready for submission to DoS. Quarterly Site Prioritization Matrix and Justification Note: Scoring table and accompanying narrative identifying priority health TPM sites for the upcoming quarter, aligned with DoS criteria and accessibility analysis.
