Job description

The Program Manager, Impact is responsible for managing United Way of Greater Cincinnati’s Free Tax Prep initiative, helping individuals and families access free tax preparation services and resources that support financial stability. The Program Manager coordinates program operations, volunteers, community partnerships, outreach, and program evaluation while working closely with UWGC staff and community partners throughout the Greater Cincinnati region.

Free Tax Prep is one of UWGC’s signature community programs, helping return more than $11 million to Greater Cincinnati families while saving residents more than $2 million in tax preparation costs. The program is funded, in part, by the IRS through the Volunteer Income Tax Assistance (VITA) program and is powered by more than 400 volunteers.

KEY AREAS OF REPONSIBILITY: Program Management & Operations Manage the ongoing implementation of the Free Tax Prep initiative, including annual planning, coordination, and program improvement. Monitor program performance and identify opportunities to improve service delivery, operational effectiveness, participant experience, and community impact Stay informed of relevant VITA requirements, tax law updates, financial empowerment practices, and other developments that may impact the program.

Serve as an internal resource on Free Tax Prep, VITA, and related financial stability initiatives. Develop and maintain program procedures, timelines, resources, and documentation. Volunteer Leadership Coordinate recruitment, onboarding, training, placement, engagement, and recognition of more than 450 Free Tax Prep volunteers.

Develop and coordinate training for volunteers, site coordinators, and volunteer leaders. Maintain accurate volunteer information and activity within systems such as Mobilize and Salesforce. Build relationships with volunteers and site coordinators to support engagement, retention, and a positive volunteer experience.

Community Partnerships & Outreach Develop and maintain relationships with nonprofit, corporate, educational, government, financial, and community partners. Partner with UWGC Marketing and other teams to coordinate community outreach and increase awareness and utilization of Free Tax Prep services. Represent UWGC at community meetings, events, presentations, and collaborative initiatives.

Identify opportunities to strengthen partnerships, volunteer recruitment, service delivery, and connections to other financial stability resources. Team & Organizational Leadership Supervise the Associate, Free Tax Prep and one seasonal staff member (if applicable), providing coaching, feedback, and support. Collaborate across UWGC departments to support Free Tax Prep and broader organizational priorities.

Serve as an internal resource on Free Tax Prep, VITA, and related financial stability initiatives. Promote collaboration, accountability, inclusion, and continuous improvement among staff, volunteers, and partners. JOB RELATIONSHIPS WITH: Community Impact staff; Development staff; Marketing staff; Volunteer Engagement staff; community organizations; corporate and educational partners; financial institutions; government partners; IRS personnel; United Way Worldwide; site coordinators; volunteers; funders; and other community stakeholders.

MINIMUM REQUIREMENTS Minimum of 5 years of experience in program management, community impact, human services, volunteer engagement, financial empowerment, tax preparation, or a related field. Experience managing programs, projects, or initiatives involving multiple stakeholders. Experience building and maintaining community partnerships and working with volunteers.

Experience supervising staff, leading volunteers, and/or coordinating cross-functional teams preferred. Bachelor’s degree or equivalent combination of education and relevant experience preferred. Strong project management, organizational, communication, and relationship-building skills. Ability to use data to monitor program performance and communicate results.

Experience with CRM, volunteer management, or similar technology platforms preferred. Proficiency in Microsoft Office Suite. Ability to obtain required IRS VITA tax preparer and site coordinator certifications following hire. Training and resources will be provided. WORKING CONDITIONS: Office environment with remote work permitted in accordance with UWGC policies. Local travel throughout the Greater Cincinnati region is required. Some evening and weekend availability is required, particularly during tax season from January through April. Reliable personal transportation required.
