Introduction University Research Co., LLC (URC) is seeking a short-term IT Specialist to lead the startup and configuration of technology systems for U.S. Government-funded monitoring activities under the Haiti Independent Monitoring and Verification Activity (IMVA). The IT Specialist will work with the Haiti IMVA technical and management teams to establish an integrated, practical, and secure information technology environment for monitoring planning, field data collection, data management, analysis, visualization, reporting, and follow-up.
The position will lead configuration of project data platforms, integration of workflows, development of AI-assisted monitoring processes, and establishment of systems that can be maintained by the project team after the initial startup period. Position Objective The main objective of this short-term assignment is to lead the design, configuration, integration, testing, documentation, and transition of the core technology systems required to support the Haiti IMVA monitoring workflow.
The IT Specialist will focus on startup and system configuration rather than routine long-term IT support. Specific Tasks The IT Specialist will be responsible for the following key tasks: Review the IMVA technical requirements and proposed monitoring workflow and translate them into practical system and technology requirements.
Assess available URC systems and platforms and recommend an appropriate technical configuration that minimizes unnecessary system development and duplication. Configure the project technology environment supporting monitoring planning, data collection, data management, analysis, visualization, reporting, and follow-up.
Lead development and configuration of the project monitoring database, TPM Tracker, and associated workflow tools. Establish integrated data flows between field data collection systems, project databases, GIS tools, dashboards, document repositories, and reporting processes. Lead configuration of dashboards and visualization architecture in collaboration with the IMVA GIS & Data Manager.
Identify opportunities to automate routine data transfer, validation, consolidation, notification, tracking, and reporting processes. Lead the development and configuration of AI-assisted workflows for appropriate stages of the TPM process, including document reviews, planning, sampling and evidence requirement, tool development, data cleaning and analysis, triangulation, reporting, and follow-up.
Establish appropriate controls for AI-assisted processes, including human review, information security, confidentiality, traceability, and quality assurance. Configure user roles, access permissions, authentication, document management, and other system controls appropriate to project responsibilities. Establish practical data backup, recovery, retention, and security procedures consistent with project and URC requirements.
Establish and promote secure use of project technology by staff working in Haiti, including practical solutions for connectivity limitations and field operating conditions. Develop or configure integrations between systems where needed to reduce duplicate data entry and improve information flow. Test systems and workflows with project users before full implementation.
Lead pilot testing of technology-enabled TPM workflows and resolve or coordinate resolution of identified technical problems. Develop clear system documentation, configuration records, user guides, and standard operating procedures. Train and transition system administration responsibilities to the GIS & Data Manager and other designated project staff so the systems can be maintained after the assignment ends.
Provide practical training to project staff on relevant platforms, workflows, AI-assisted tools, and information security procedures. Recommend any longer-term technical support or system maintenance requirements before completion of the assignment. Transfer system administration information, documentation, credentials, configurations, and outstanding technical actions to designated project staff at the conclusion of the assignment.
Required Qualifications Bachelor’s degree in information technology, computer science, information systems, data science, software engineering, or a related field. An equivalent combination of education and relevant professional experience may be considered. At least 10 years of progressively responsible experience designing, configuring, integrating, or managing information systems or data platforms.
Demonstrated experience establishing integrated data environments involving databases, data collection systems, visualization tools, and workflow automation. Strong experience with cloud-based data platforms and modern data management architectures. Demonstrated experience with AI-assisted tools, generative AI, or AI-enabled business/data workflows.
Experience designing or configuring automated workflows and system integrations. Experience with data visualization platforms such as Power BI, Tableau, ArcGIS, or comparable tools. Working knowledge of database design, APIs, data integration, user access management, information security, and data protection. Ability to translate operational and program requirements into practical technical solutions.
Experience developing system documentation and training non-technical users. Experience supporting monitoring and evaluation, international development, humanitarian, health, or similar programs is preferred. Experience designing technology solutions for low-connectivity or challenging operating environments is preferred.
Haiti experience is an asset but is not required. Professional English proficiency required. French proficiency is strongly preferred; Haitian Creole is an asset. Core Competencies Strong systems thinking and problem-solving skills. Ability to translate user requirements into practical technology solutions. Strong understanding of data architecture and system integration.
Ability to work effectively with technical and non-technical staff. Strong documentation and training skills. Ability to prioritize practical solutions over unnecessary technical complexity. Strong attention to information security, confidentiality, and data integrity. Ability to complete defined startup deliverables within a short assignment period.
